On August 18th, the Beijing Housing and Urban-Rural Development Science and Technology Promotion Center held a meeting to discuss local standards for real estate projects in Beijing. The event marked the official launch of the compilation and revision work for the “Green Building Evaluation Standards“. According to the Notice on Issuing the 2014 Beijing Local Standard Revision Project Plan (Jingzhijianbiaofa [2014] No. 36), this standard is included in the 2014 Beijing Local Standard Revision Plan. The chief editing units are the Beijing Housing and Urban-Rural Construction Science and Technology Promotion Center and Beijing Building Technology Development Co., Ltd.
Relevant departments such as the Science and Technology and Rural Construction Department, Building Energy Efficiency and Building Materials Management Department, Construction Safety Management Department, Property Management Department, Building Energy Efficiency and Building Materials Management Office of the Municipal Housing and Urban-Rural Development Commission, and the Surveying and Mapping Management Office of the Municipal Planning Commission were invited to attend. Director Zhao Fengdong of the Science and Technology Promotion Center presided over the meeting.
Since June 2013, Beijing has mandated the comprehensive application of new green building standards for newly constructed projects. The “Management Measures for Energy Efficiency of Buildings for Beijing Citizens,” which was officially implemented on August 1, 2014, clearly states that all newly built civil buildings in Beijing must meet at least the one-star green building standard. Some new civil buildings are required to adhere to a two-star or higher green building standard, which should be specified in land transfer conditions, site selection opinions, or planning requirements.
This standard revision work aims to fully utilize the guiding role of the standard, referencing the latest national standard, “Green Building Evaluation Standard” GB50378-2014, which took effect on January 1, 2015. The revision closely integrates Beijing’s climate, resources, economic development level, living characteristics, and requirements for energy conservation and emission reduction. It follows the principle of green building evaluation standards to ensure green effects and improve building quality. The basic principle is to rationally set evaluation indicators or content with green characteristics specific to Beijing projects, ensuring scientific validity, appropriateness, and operability of the standards, and promoting the healthy development of green buildings in Beijing.
To ensure the quality of the revision process, the Science and Technology Promotion Center has invited leading research and practice teams in the green building field nationwide to participate. These include the Beijing Institute of Architectural Design (land conservation), Tsinghua University School of Architecture (energy conservation), China State Construction Engineering Corporation Scientific Research Institute Design Institute (water conservation), China Building Materials Inspection and Certification Group and Beijing Construction Engineering Research Institute (material conservation), Beijing Aikecheng Engineering Company (indoor environment), China Construction First Engineering Bureau (construction management), and China Academy of Building Sciences Environmental Energy Institute (operation management).
It is expected that the revised standard will be open for public comment in November 2014 and that a draft for review will be completed by the end of 2014.
