Prefabrication Research at the National Housing Industrialization Center

National Residential Industrialization Base

The “National Housing Industrialization Base,” approved by the Ministry of Housing and Urban-Rural Development, began its trial phase in 2001. In June 2006, the Ministry of Construction issued the “Trial Measures for National Housing Industrialization Bases” (Jianzhu Housing __AI_SC_0_150), marking the official implementation of this initiative.

Establishing a national housing industrialization base is a crucial step towards advancing the modernization of the housing industry. Its goal is to foster and develop leading enterprises with strong industrial connections and driving capabilities that align with housing industry modernization requirements. By leveraging these bases, the industry can focus on exploring industrial production methods for residential buildings, researching and developing corresponding building systems and universal components, and establishing new industrial development pathways that meet the demands of housing industrialization. This promotes a fundamental transformation in residential production, construction, and consumption. Through these bases, experiences are gathered to comprehensively advance the modernization of the housing industry from individual points to broader regions.

There are three main types of industrialization bases: development enterprise alliance type (group type), component production enterprise type, and comprehensive pilot city type. To date, the following national housing industrialization bases have been approved and established nationwide:

Trial Measures for National Residential Industrialization Bases

These measures were established to implement the spirit of the “Notice of the State Council on Promoting the Sustainable and Healthy Development of the Real Estate Market” (State Council Document No. AI-BT-SC0_18) and the “Several Opinions of the Ministry of Construction and Other Departments on Promoting the Modernization of the Housing Industry and Improving the Quality of Housing,” as forwarded by the General Office of the State Council (State Council Document No. AI-BT-SC_1_72). They also align with the “Outline of Technical Policies for the Construction Industry” (Jianke [2004] No. 72).

1. Guiding Principles and Purpose of Establishing a National Housing Industrialization Base

(1) The establishment of a national housing industrialization base (referred to as the “industrialization base”) should adhere to scientific development principles, rely on technological innovation, and enhance the standardization and industrialization levels within the housing industry. It aims to vigorously promote energy-saving and land-saving housing, transform traditional extensive construction methods, and strengthen the sustainable development capacity of the housing sector.

(2) Industrialization bases are intended to cultivate and develop leading enterprises with strong industrial integration and driving power that meet modernization demands. These bases serve as models, guides, and hubs of influence. They focus on developing housing industrialization technologies and building systems that prioritize energy, land, water, material savings, and environmental protection to meet urban and rural residents’ needs for improved housing quality and performance.

2. Main Tasks of Industrialization Bases

(1) Develop and promote standardized, serialized, compatible, and universal new industrial residential building systems, component systems, and full technology sets that meet residential functional requirements. Enhance independent innovation capabilities, overcome key technological challenges, and pursue a technologically advanced, economically efficient, resource-saving, and environmentally friendly industrial development path that leverages human resource advantages.

(2) Encourage core real estate developers to form alliances with component manufacturers and research institutions, selecting key technologies that significantly improve residential building performance. Focus on developing and addressing critical issues through a technology innovation system combining industry, academia, and research to drive regional residential industry growth.

(3) Develop into technology R&D centers in their fields, actively participate in drafting relevant standards and regulations, and conduct research on national housing industry economic and technological policies.

(4) Select qualified cities to pilot comprehensive industrialization base projects. Study economic and technological policies to promote housing industry modernization, explore promotion mechanisms and policies, and establish locally tailored housing development models and industrialization systems. Support and guide the adoption of advanced technologies and achievements in residential demonstration and construction projects, fostering a market promotion mechanism that integrates R&D, production, promotion, and application.

3. Requirements for Establishing an Industrialization Base

(1) Applicants should be large-scale residential development and construction enterprises with significant scale and technological integration abilities, leading industrial alliances composed of residential parts manufacturers, research units, or large-scale residential component manufacturing enterprises with strong R&D and production capabilities. Cities with concentrated industrial alliances and significant residential component production capacity may also apply.

(2) Applicants must demonstrate strong technology integration, series development, industrial production, market development, and supply capabilities. They should have innovative mechanisms combining production, construction, and research, possess specialized R&D institutions with advanced domestic standards, and provide services facilitating enterprise cooperation and industry development, serving as demonstration and guidance models.

(3) Applicants should develop a tailored development plan based on their conditions and advantages, aligned with national policies promoting housing industry modernization, specifying development goals, technical measures, guarantees, and implementation plans.

(4) Applicants must establish effective management systems and operational mechanisms, achieve quality system certification, and maintain a strong market reputation.

(5) The key technologies and achievements must align with national housing industry modernization directions, address urban and rural housing development needs, comply with “four savings and one environmental protection” principles, and exhibit progressiveness and high system integration. Technologies should be mature, reliable, and easy to promote and apply.

Key technical areas include:

1. New industrialized residential building structural systems;

2. New wall materials and complete technologies complying with national wall renovation policies;

3. Residential components and technologies meeting national energy-saving standards;

4. Residential components and technologies supporting new energy utilization;

5. Water-saving components and technologies conducive to water resource utilization;

6. Technologies supporting urban pollution reduction and environmental protection;

7. Residential decoration components and technologies that comply with industrialization, standardization, and generalization.

(6) Pilot cities for industrialization bases should be at or above the vice-provincial or provincial level, with a solid foundation in residential industrialization, strong scientific and technological development capabilities, and industrial production organization. They must demonstrate and guide national residential industrialization efforts and meet the following criteria:

1. Define suitable residential industry development models and plans for their regions;

2. Propose policy frameworks for residential industrialization development, innovating technical, economic policies, and promotion mechanisms;

3. Set technical and economic indicators aligned with energy and land-saving requirements, emphasizing “four savings and one environmental protection,” and select new industrialized residential construction systems suitable for regional development.

4. Application, Approval, and Management of Industrialization Bases

(1) The Ministry of Construction holds unified responsibility for organizing and managing national industrialization bases, with daily technical guidance and management delegated to the Housing Industrialization Promotion Center of the Ministry.

(2) Establishment of industrialization bases follows a voluntary declaration principle.

(3) Applicants must complete the “Application Form for National Residential Industrialization Base” and prepare a “Feasibility Report.” After endorsement by the provincial or municipal construction commission, applications are submitted to the Housing Industrialization Promotion Center.

(4) The Feasibility Report should cover: unit overview; overall implementation goals; basic conditions and advantages; main technical content; industrialization analysis of technological achievements; impact and demonstration effects; organizational management and planning; policy guarantees; and economic and social benefits analysis.

(5) The Housing Industrialization Promotion Center, alongside relevant local construction commissions, organizes expert site inspections and feasibility studies. Approved reports are submitted to the Ministry of Construction for final approval.

(6) Approved units sign the “National Residential Industrialization Base Implementation Responsibility Agreement” with the Housing Industrialization Promotion Center before proceeding. The agreement is prepared by the Promotion Center according to these measures.

(7) The Promotion Center, together with local construction departments, guides and regularly assesses approved bases.

(8) If special circumstances prevent planned implementation, the unit must promptly report to the Promotion Center and local authorities. Joint handling opinions will be issued accordingly.

(9) Failure to fulfill the measures or the Implementation Responsibility Agreement, or failure to meet requirements within the rectification period, will result in cancellation of the base’s qualification.

National Housing Industrialization Base Technology Innovation Alliance

Alliance Overview

The National Housing Industrialization Base Technology Innovation Alliance was officially launched in Beijing on September 28, 2011. It was established voluntarily and cooperatively within the scope of 21 officially approved national housing industrialization bases by the Ministry of Housing and Urban-Rural Development. This alliance focuses on research, development, promotion, and collaboration of integrated housing industrialization technologies.

The alliance supports transforming development models and advancing housing industry modernization in the new era. It plays a vital role in building the housing industry technology innovation system and aligns with the Central Committee of the Communist Party of China and the State Council’s encouragement of Industrial Technology Innovation Strategic Alliances in construction. The alliance facilitates integration of innovation resources, promotes synergy between research and production, accelerates industrialization of innovations, drives technological integration and industrial upgrading, enhances industry competitiveness, improves the housing industry chain, fosters new industrial production modes, and enables intensive, socialized mass production.

As a key platform for technological innovation and development among national housing industrialization bases, the alliance aims to grow through continuous technological innovation. Its main objectives include:

1. Leveraging market mechanisms to integrate and optimize resources across national residential industrialization bases and foster strategic cooperation;

2. Selecting core technologies with shared and forward-looking impact to enhance residential construction, focusing alliance efforts on breaking technological bottlenecks through collaboration between industry, academia, and research;

3. Jointly researching and establishing new industrial residential building and component systems that enable standardized design, factory production, assembly construction, integrated decoration, and socialized services, forming an orderly industrial cooperation chain;

4. Conducting extensive technical exchanges, promoting mutual visibility, enhancing corporate images, and supporting alliance production cooperation, market development, technology promotion, and engineering applications across industrialization bases.
