The Hengzhuang Affordable Housing Project stands as the largest and most comprehensive affordable housing development in our city, boasting the greatest building area and the most complete supporting facilities. Comprising 14 high-rise buildings with a total construction area of 300,000 square meters, this project is undertaken by China First Metallurgical Group Corporation.

According to the Municipal Safety Station’s leadership, the project features numerous highlights, including the successful integration of interactive development and a harmonious partnership with party building efforts. The high standards set for quality and strict management have laid a solid foundation for excellence. This excellence is reflected not only in attention to detail but also in the strength and responsibility demonstrated throughout the project.

Striving for Excellence: Setting High Standards

The project site adopts a principle of continuous innovation and maintains AAA-level safety and civilized construction standards. It aims to win the prestigious “Chutian Cup” by carefully planning and establishing an engineering excellence management system.

The project department has formed a leadership team focused on safety, civilization, and standardized construction site management. Responsibilities are clearly delegated, individual assessments are conducted, and various management systems are continuously improved. Regular training sessions benchmark best practices and incorporate lessons from relevant award criteria.

Tailored to the project’s unique needs, the Hengzhuang Project Department integrates practical, effective, and standout plans into its civilized construction site strategy. Promotional media are also utilized to foster a culture of engineering excellence and innovation.

Since late 2014, the creation of AAA-level safety and civilized construction sites has significantly enhanced site management and overall civil conduct. The project has maintained an impeccable safety record with no fatal accidents, serious injuries, fires, group injuries, poisoning incidents, or major environmental pollution. Quality and safety controls have remained consistently effective.

The project has garnered widespread recognition from the Xiangyang Municipal Party Committee, the Municipal Government, relevant departments, and the broader community. Leaders from both the Party Committee and Municipal Government conducted on-site inspections, fully endorsing the achievements of China First Metallurgical Group Corporation and the project’s construction progress. This has greatly boosted the company’s social visibility and reputation.

Innovating with Technology and Strict Quality Control

Prioritizing technological advancement and setting benchmarks through exemplary practice, the project department operates a dedicated BIM (Building Information Modeling) center. By simulating and rehearsing the building process on computers before construction begins, potential issues can be identified and resolved in advance.

Key BIM capabilities include comprehensive pipeline design, system balance verification, model prefabrication and processing, construction schedule simulation, rapid quantity takeoffs, and precise cost estimation.

Buildings 7 and 9 in Area A utilize all-steel attached lifting scaffolding equipped with a microcomputer load control system. This system provides real-time lifting status displays and automatically records load values at each lifting position.

The site is monitored 24/7 by a high-definition fiber optic video surveillance system, consisting of 13 fixed cameras and 15 360-degree rotating cameras. These cameras capture and store construction activities continuously, allowing for remote real-time monitoring via computer or smartphone through client software.

To address key challenges in construction, a “Quality Model Area” has been established. It centralizes displays of sub-projects, processes, and methods including formwork installation, rebar tying, masonry, plastering, and pipeline installation.

Throughout construction, the project rigorously implements the Ministry of Housing and Urban-Rural Development’s Two-Year Action Plan for Engineering Quality Governance. Subcontracting management is standardized, with different subcontracting approaches tailored to specialty requirements. Unified management of construction organization is emphasized to eliminate fragmented package management problems.

Labor management is strengthened through a real-name registration system, labor personnel rosters, and special operator registration. Subcontracting visas are tightly controlled during the construction process. A centralized material procurement system is strictly enforced, with inventory and consumption monitored through node and monthly inventory systems.

Quality control focuses on early detection of common residential engineering issues and increased oversight during construction. The three-inspection quality system and a reward and punishment mechanism ensure that quality hazards are resolved before project completion.

As a result, the project has passed a special inspection under the two-year quality governance initiative by the Hubei Provincial Department of Housing and Urban-Rural Development, receiving recognition from both the owner and supervisory units.

Ensuring Safety and Enhancing Corporate Image

The project department maintains strict adherence to safety red lines and has developed comprehensive safety and civilized construction management systems. Assessment criteria and work objectives are clearly defined, with multiple specialized construction plans prepared. Notably, the deep foundation pit support and all-steel attached scaffolding plans have been expertly reviewed and approved.

Safety measures are implemented in sync with construction progress. Professional technical personnel regularly conduct safety briefings for frontline workers. Construction follows the “Five Modernizations” standardization, which covers external scaffolding and formwork installation, safety protection facilities, special equipment management procedures, electrical use, and fire protection.

Alongside mandatory three-level safety education, safety briefings, and pre-shift activities, the project site features a safety experience area. This interactive zone educates workers on hazards such as electric shock and falls, boosting safety awareness and preventing accidents.

To promote a positive corporate image, the project actively cultivates a green, safe, and civilized construction environment, following MCC’s on-site identification manuals.

The construction site is securely managed with the company name and logo displayed at entrances, promotional slogans on pillars, and security booths established. A circular concrete road includes speed bumps, speed limit signs, and directional markers.

“Seven Cards and Three Pictures”—a safety and management signage system—are installed throughout the site. Safety warning signs and major hazard source notices are placed according to actual conditions. Material storage areas are organized with protective fences, classification markers, and warning signs, ensuring neat and compliant material management.

Environmental measures include an underground drainage network, rainwater collection and sedimentation tanks, and an automatic sprinkler system that uses collected rainwater to reduce dust and control temperature. Vehicles entering and leaving the site are cleaned with automated washing equipment to minimize dust.

Exposed soil areas are seeded with grass for greening, and solar street lights provide eco-friendly illumination. Waste templates are repurposed for small fences, settlement joint covers, and other site structures.

Rest pavilions, tea and water stations, smoking areas, bulletin boards, and newspaper reading stands have been established to promote the company’s corporate culture and support standardized site management.
