As one of the pioneering demonstration cities for prefabricated buildings in China, Shenzhen has actively implemented related policies, enhanced industrial support facilities, and maintained strong market enthusiasm in recent years. Prefabricated building projects have expanded significantly, with a total prefabricated area exceeding 13 million square meters across the city. Currently, 70 prefabricated building projects have passed technical certification at both city and district levels. The affordable housing blocks at Huasheng Longyue Garden successfully passed expert review and received official approval from the Longhua District Housing and Construction Bureau on October 20, 2017. This project became the first district-level industrialization project in Longhua District to obtain technical certification during the design phase following the issuance of Document No. 3. It was publicly announced and approved for replication by the municipal authorities. Notably, it is also the first affordable housing industrialization project led by a private enterprise developer for urban renewal initiatives.

The main structure features 32 floors, with the 4th floor and above serving as the standard floors. Construction has topped out, and interior partition walls have been built up to the 20th floor. The model units with fine decoration have been confirmed by government departments.

Project Overview

The Huasheng Longyue Garden project is strategically located on Longhua Street, within Shenzhen’s Longhua New District, just 800 meters from Longhua Station on Metro Line 4. It lies east of the city’s main road, Donghuan 1st Road; to the south, it borders Bayi Road, separated from Yicheng Center by a single road; to the west, it is adjacent to a planned road; and to the north, it faces an urban secondary road. The land is mostly flat, with a slight elevation drop of about two to three meters from west (higher) to east (lower). The site measures approximately 140 meters east-west and 340 meters north-south.

This urban renewal project complies with the regulations set by the Construction and Environmental Protection Commission’s special planning indicators. According to Shenzhen’s Management Measures for Urban Renewal Projects, 15,600 square meters of affordable housing must be designed for industrial production, achieving a prefabrication rate of at least 15% and an assembly rate of at least 30%.

Project Economic Indicators

The development occupies approximately 34,000 square meters of land, with a total construction area of 196,800 square meters, which includes:

  • 120,000 m² of residential space (including 15,600 m² of affordable housing)
  • 48,090 m² of commercial and office areas
  • 20,600 m² of serviced apartments
  • 8,110 m² of public supporting facilities (including 4,800 m² allocated for an 18-class kindergarten)
  • 700 m² of underground space for public charging piles

Property management is approved according to the Shenzhen Special Economic Zone Property Management Regulations.

Ensuring Commercial Viability in Real Estate Design

1. Planning Phase

The affordable housing design is guided by indicators set by the Housing and Urban-Rural Development Bureau and follows a compact layout tailored to specific requirements and ratios. The standard floors are designed as long slab buildings, adhering to the bureau’s standards for affordable housing.

During the scheme design and construction application stages, the project detailed its prefabricated housing approach, covering objectives, positioning, main technical measures, preliminary selection of prefabricated component types for standard floors, preliminary layout, and initial calculations of prefabrication and assembly rates. This approach continues to guide the entire design process.

2. Industrial Design

In the detailed industrial design phase, three types of prefabricated components were selected: PC exterior wall panels, lightweight concrete partition walls, and prefabricated stairs. The design strategy includes:

  • Using PC external wall panels for all exterior walls except the core tube
  • Prefabricated scissor stairs
  • Replacing masonry with prefabricated lightweight concrete slabs

Due to the project’s 2.8-meter floor height, laminated floor slabs would reduce ceiling height, so aluminum formwork construction is used instead of laminated panels.

Prefabrication applies to floors 3 through 32, with calculations for prefabrication and assembly rates focused on floors 4 through 32.

The standard floor achieves a prefabrication rate of 16.78% and an assembly rate of 53.16%, comfortably exceeding the Shenzhen Housing and Construction Bureau’s minimum requirements for prefabricated buildings.

The standardized design also covers:

The project passed industrial design technical certification organized by the Longhua Housing and Construction Bureau on October 20, 2017, evaluated by a panel of five prefabrication experts.

Key Highlights of Affordable Housing Construction

1. Early Stage

Preparation and expert verification involved several specialized construction plans, including:

  • “Special Construction Plan for Safety of Integrated Attached Scaffolding”
  • “Construction Plan for PC Component Lifting Engineering of Affordable Housing”
  • “Construction Plan for Aluminum Formwork of Huasheng Longyue Garden Project”
  • “Construction Plan for Lightweight Partition Wall”

Three coordination meetings were convened to integrate all professional designs for affordable housing, finalizing aluminum formwork and PC construction methods for internal partitions. These meetings resolved interdisciplinary conflicts, confirmed detailed design drawings for aluminum molds and PC components, established work plans for each unit, set material delivery schedules, and addressed detailed construction nodes.

Key pre-assembly measures included:

  • Inspection of aluminum formwork pre-assembly processes at the factory
  • Joint acceptance visits involving all participating units at the PC component factory
  • On-site 1:1 pre-assembly of PC and aluminum formwork before main construction to resolve conflicts early

2. On-Site Quality Control

The project implemented several systems to ensure quality and coordination during construction:

  • PC Quality Inspection System: Controls PC component quality before factory shipment.
  • PC Installation Acceptance and Handover System: After installation and quality checks, components are handed over to the aluminum formwork team.
  • Joint Acceptance System: Conducted before concrete pouring, focusing on the alignment of PC exterior wall panels.
  • Daily Production Coordination Meetings: Held at 5:30 PM daily to review progress, resolve issues, and plan next day’s tasks.
  • Special Meetings for Affordable Housing: Focused on announcements, BIM design coordination, and resolving major on-site challenges.
