Recently, the Jiangsu Provincial Department of Housing and Urban-Rural Development issued a notice mandating comprehensive verification of performance for construction, design, and supervision activities. This includes both corporate and individual performance records. Additionally, the department has opened channels for supplementary recording of construction, supervision, and design performance.
1. Performance Recognition Criteria:
Performance evaluations for the following qualifications must be based on data from the national platform (referred to as the Four Treasures and One Platform). Any performance not recorded on this national platform will not be recognized as valid.

2. On-site Performance Verification:
For enterprises applying for construction and municipal public works construction or supervision qualifications, the Provincial Department will verify performance through the national platform. The performance declaration must include key documents such as construction permits and completion acceptance records on the national platform.
Applicants using the notification commitment system must have an “A” data level for construction permits and completion acceptance (or completion acceptance filing) stages on the national platform. Within three months of approval, the provincial department will organize on-site performance verification for these enterprises.

3. Supplementary Recording of Engineering Performance:
Supplementary records for construction and municipal public works performance should cover projects that have obtained construction permits and completed acceptance or filing (including general contracting and professional contracting projects) but lack project information on the national or provincial platforms.
Before submitting a supplementary record application, the local competent authority must verify the project information and provide written confirmation to the Provincial Department of Housing and Urban-Rural Development. Only then will the supplementary recording portal be opened for the enterprise.
Enterprises can log into the “Engineering Project Information Supplement” module on the provincial platform to fill out the relevant project information and upload supporting documents.
4. Upgrading Project Data to Level A:
Current project data must be upgraded to level A. Enterprises should use the “Engineering Project Information Data Level Upgrade” module on the provincial platform to select the corresponding project code. The system will automatically import existing data from the provincial platform, and enterprises are not allowed to modify or add to this information.
After submission, the Provincial Department of Housing and Urban-Rural Development will confirm the upgrade with the construction authority at the project location.
5. Verification Methods:
Verification will primarily utilize information technology, relying on the National Construction Market Supervision Public Service Platform (the Four Libraries and One Platform) and the Jiangsu Province Construction Market Supervision and Integrity Information Integration Platform (the Provincial Platform). The process combines data inquiries with on-site inspections to ensure thorough verification.
