
To fully implement the General Office of the People’s Government of Zhejiang Province’s directive on promoting reform and high-quality development of the construction industry in Zhejiang Province (document Zhe Zheng Ban Fa [2021] No. 19), and to support the sustained and stable growth of Jiaxing City’s construction sector, the Jiaxing Municipal People’s Government has formulated the “Implementation Opinions on Promoting the High-Quality Development of Haining’s Construction Industry.” This policy is designed to accelerate the cultivation of a modern construction industry and comprehensively promote high-quality development tailored to Haining’s specific circumstances.

(Draft for Soliciting Opinions)
This document aims to thoroughly implement Zhejiang Province’s guidelines on reforming and elevating the construction industry (Zhe Zheng Ban Fa [2021] No. 19) and to comprehensively foster sustained, high-quality growth of Haining’s construction sector, based on the city’s unique conditions.
1. Development Goals
By 2025, the construction industry in Haining will reach a new stage of development, with both the sector and enterprises advancing together. Key achievements will include:
- Industry Expansion: The total construction output value will exceed 50 billion yuan, with the sector’s added value accounting for more than 5.5% of the city’s GDP.
- Enterprise Strengthening: The addition of one comprehensive qualification enterprise, two professional Grade A qualification enterprises, one construction enterprise with annual output exceeding 20 billion yuan, another with 7–10 billion yuan, and two enterprises with 3–5 billion yuan output annually.
- Green Building Promotion: Prefabricated buildings will account for over 35%, and steel structure buildings over 40%, of all new constructions. Several high-standard green, energy-saving, and environmentally friendly demonstration projects will be developed.
- Innovation Capability: A mature digital construction and management system will be established, BIM technology widely applied, and smart construction sites will reach 100% coverage. The number of provincial-level enterprise technology centers will increase.
- Quality and Safety Assurance: Responsibilities across all project participants will be reinforced, with enhanced risk prevention, intelligent governance, and standardized quality and safety management.
2. Main Tasks
(1) Support Growth of the Construction Industry
1. Foster strong, excellent, and specialized enterprises. Support qualified companies to grow and optimize their operations, cultivating competitive general contracting firms and specialized contractors with distinct business characteristics and technological strengths. Rewards and recognition will be given to enterprises that upgrade qualifications, achieve excellence, and make outstanding contributions. Encourage alliances between professional and general contractors in decoration and renovation to showcase strengths. Annual enterprise evaluations will influence priority support and management. 2. Promote global market expansion. Support enterprises in strengthening local operations while expanding beyond city, province, and overseas markets. Tax contributions from outside the city will be rewarded. Enterprises with over 50% market share will receive priority in evaluation, bidding, and financing. 3. Attract high-quality external enterprises. Actively invite leading construction enterprises to set up headquarters or subsidiaries in Haining. Grade A and above enterprises will receive rewards and preferential land policies. Special cases will be considered individually. (2) Transform and Upgrade for Green Construction
4. Encourage capital operations for transformation. Guide enterprises to optimize industry and equity structures through mergers, acquisitions, and IPOs. Subsidies and rewards will support companies obtaining high-level qualifications via these means. Support eligible enterprises in participating in major infrastructure projects through consortiums. Promote the transformation into industrialized construction and general contracting, and encourage service firms (design, supervision, cost consulting) to evolve into full-process consulting enterprises. 5. Innovate government project contracting and management. Prioritize high-star green buildings and industrialized construction in government-funded projects. General contracting will be preferred where appropriate. Construction process settlement and full-process engineering consulting will be implemented first for qualifying projects. Emphasize selecting the best contractors and separate evaluation from bidding processes. 6. Accelerate green building and new building industrialization. Strictly follow carbon peak and neutrality goals. Enhance green building plans, promote energy-saving renovations, and increase renewable energy use. Support private investment in high-star green demonstration projects. Promote prefabricated steel structure buildings through pilot projects, encouraging private investment to improve evaluation standards. Encourage integrated modular components and R&D of supporting products. (3) Enhance Enterprise Strength through Technology and Innovation
7. Promote technological innovation and digital integration. Support establishment of municipal, provincial, and national technology centers and reward recognized enterprises. Advance BIM integration with project management, adoption of new processes, equipment, and materials, and facilitate construction technology achievements. Provide tax incentives for R&D expenses. Promote digital construction applications in enterprise management, design, procurement, construction, and maintenance. 8. Strengthen talent and workforce development. Improve talent attraction and cultivation mechanisms. Encourage enterprises to recruit and train management, technical, and innovative professionals, offering subsidies and rewards aligned with city talent policies. Enhance cooperation between schools, enterprises, and government to provide targeted training. Pilot construction worker cultivation programs integrating vocational education and practical skills. (4) Optimize Environment and Reduce Enterprise Burden
9. Improve the business environment. Advance reforms in engineering guarantee systems for government and state-owned projects, accelerating private investment project promotion. Strengthen contract and payment management, eliminate unreasonable low pricing and arrears. Enforce payment supervision in real estate projects to prevent fund diversion. Expedite debt clearance and optimize audit settlement processes, avoiding audit results as project completion references. 10. Increase financial support. Enhance credit for construction enterprises and raise credit limits. Explore new financing models like engineering account custody loans and accounts receivable confirmation systems, allowing enterprises to use building materials, equipment, and projects as loan collateral. (5) Comprehensive Supervision to Elevate Industry Governance
11. Strengthen construction market supervision. Conduct dynamic inspections and special rectifications on enterprise qualifications, personnel credentials, and professional conduct. Establish joint disciplinary mechanisms to crack down on illegal contracting, subcontracting, and other violations. Impose legal restrictions on blacklisted entities regarding market access, qualifications, and bidding. 12. Enhance quality management. Implement a three-year action plan on engineering quality and safety standardization. Promote quality responsibility, design source control, and standardized process management in material quality, construction control, and acceptance. Enforce the legal responsibility system for project entities, fully adopt quality and safety manuals, and explore quality and safety insurance mechanisms. Strengthen management of intermediary service enterprises and enforce responsibility traceability throughout the construction process. 13. Improve safety risk prevention and control. Standardize risk prevention with behavioral, management, procedural, and protective norms. Fully implement major accident prevention measures, establish dual mechanisms for safety risk and hidden danger management, and enforce safety regulations rigorously. Develop smart supervision and service systems based on intelligent cloud platforms for comprehensive intelligent supervision throughout construction processes. 3. Guarantee Measures
(1) Strengthen organizational support. Establish a leading group for promoting high-quality construction development in Haining, led by the city’s top officials. The office will be based in the Municipal Housing and Urban Rural Development Bureau to coordinate and resolve major industry issues and improve work mechanisms. All departments and units must align efforts and fulfill their responsibilities collaboratively.
(2) Strengthen policy support. Improve management and utilization of special financial incentive funds to motivate industry growth. Recognize exemplary enterprises and stimulate development momentum. Value-added tax paid by construction enterprises will be rewarded: 15% of the local retained portion for enterprises registered locally and 50% of local retained portions for projects constructed by local enterprises, including real estate development projects. (3) Strengthen judicial protection. Coordinate public security, judiciary, procuratorates, and courts to provide efficient legal services and risk prevention guidance for construction enterprises. Intensify efforts to combat economic crimes in construction, resolve contract and payment disputes, and protect legitimate enterprise rights.
(4) Strengthen job security. Promote cooperation among government departments, enterprises, and banks to improve communication, coordination, and service supervision systems. Maintain a balance between service and supervision to enhance overall service quality.
