Here is the step-by-step solution to resolve this issue:
1. Click Start and select Run.
2. In the Run dialog box, type regedit and press Enter.
3. Locate the registry key mentioned in the error message—usually the lowest level key.
4. Right-click on the key and choose Permissions.
5. In the Permissions window, set the access level to Full Control for your user.
If the lowest level key already has the correct permissions, check the parent key one level above it and repeat steps 4 and 5.
For example, on an XP system, I encountered the error “Error 1402, unable to open primary key” at HKEY_LOCAL_MACHINESOFTWAREClassesColfileDefault Icon. Although the Default Icon key already had Full Control permissions, its parent key, Colfile, did not. Changing the permissions of the Colfile key to Full Control fixed the problem.
