Green buildings are emerging as a key driver for China to accelerate the transformation of its economic development model. The Ministry of Finance and the Ministry of Housing and Urban-Rural Development jointly issued the “Implementation Opinions on Accelerating the Development of Green Buildings in China” (hereafter referred to as the “Implementation Opinions”). This policy proposes various fiscal incentives to subsidize star-rated green buildings, aiming to increase the green building area by over 1 billion square meters by 2016. By 2020, green buildings are expected to account for more than 30% of all new construction, signaling a period of rapid growth for green buildings in China.
Over the next four years, energy-efficient, low-carbon, and environmentally friendly green buildings will become increasingly common in Beijing. The city plans to construct 35 million square meters of green buildings during the 12th Five-Year Plan period. Similarly, Shanghai has set clear goals to promote green buildings and reduce total building energy consumption growth to under 33% by 2016. In Anhui province, over 20 green building demonstration projects will launch this year, with more than 100 planned throughout the 12th Five-Year Plan period.
This surge in development will not only accelerate the growth of green buildings but also foster economies of scale across the industrial chain. Vice Minister of Finance Zhang Shaochun highlighted that China’s green building initiatives will stimulate industries such as new building materials and renewable energy, potentially creating a green market worth over one trillion yuan. Vice Minister of Housing and Urban-Rural Development Qiu Baoxing projects that by 2020, investments in energy-saving building projects will reach at least 1.5 trillion yuan. Experts also anticipate that supportive policies will benefit the energy-saving service sector. Professor Song Guojun from the School of Environment at Renmin University of China noted, “Technologies, talent, and markets related to green building will flourish, making ‘green rice bowls’ highly sought-after careers in the future.”
