The permanent venue for the Deqing United Nations Global Geographic Information Management Forum is located at Fengqi Lake, serving as a global window to showcase the new era of Deqing. Situated within the Geographic Information Town in southern Deqing, the site lies between Tashan Second Street and Tashan Third Street, spanning Quyuan Road. The building covers 42,556 square meters above ground and 29,507 square meters underground, with three floors rising to a height of 23.95 meters.

The site occupies an approximately elliptical island. To harmonize with this form, the design avoids sharp geometric shapes, instead embracing the distinctive and inclusive ellipse shape. This architectural choice allows the building to blend seamlessly with its environment, integrating harmoniously yet uniquely into the local information town.

Quyuan Road runs through the center of the site, dividing the building into two parts and creating a secondary entrance space along the way. The main entrances for the conference center and grand theater are located on the east and west hemispheres, both facing the lake.

The interior functions include a main hall seating 2,000 people in the Eastern Hemisphere, a multifunctional hall for 500, a small auditorium for 300, several conference rooms, and a grand theater with 1,000 seats plus a cinema in the Western Hemisphere. These spaces are interconnected by corridors and shared large halls, facilitating flexible use and circulation.

The design embraces the theme “Breaking the Clouds at Dawn, Phoenix Dancing Nine Heavens.” The building resembles a pure white, auspicious cloud — ethereal and translucent — resting quietly on Fengqi Lake, blending harmoniously with the serene waters. The three-dimensional metal lattice roof spanning Quyuan (BIM engineer) Road evokes a soaring phoenix, wings spread wide in graceful flight, embodying poetry in motion. Viewed from a distance, the calm clouds and soaring phoenix create a striking contrast, full of dramatic flair.

The elegant “clouds” and agile “phoenix” together embody the dynamic moment of the phoenix rising from the clouds, symbolizing the bright and promising future of Deqing Town.

While maintaining a simple structural form, the spatial atmosphere evokes “near the forest bamboo shadows, far high mountains and flowing water” through deliberate spatial emphasis, material choices, installation art, and the thoughtful integration of Deqing cultural elements indoors. This organic blend of mountains, water, clouds, and trees vividly reflects the dynamic landscape painting characteristic of the region.

Inspired by the landscape and rural urbanity, the design creates dynamic indoor and outdoor spaces and architectural forms that express regional characteristics beyond mere aesthetics. This public space welcomes visitors from around the world, offering a modern yet natural atmosphere that sparks reflection and emotional resonance.
