Challenges in Developing and Promoting BIM Technology in China

In recent years, BIM has been rapidly developing in China, with many enterprises incorporating it into their projects. However, numerous challenges remain widespread. Today, we will discuss the main challenges in the development and promotion of BIM in China.

1. Lack of Information Standards in the Domestic Construction Industry: Since BIM represents a new mode of information exchange, the current information standards in China’s construction industry are still limited to individual CAD drawings. Unlike Europe and the U.S., where the construction industry benefited from deep standardization during the industrialization era, China lacks similar experience. As a result, promoting BIM requires clear and comprehensive guidelines for reference.

2. Delivery Standard Requirements: Although the country has begun implementing BIM standards, most project owners remain unaware of the specific information needs. They often do not understand the purpose of using BIM and may misuse it, which can hinder BIM’s development. At best, the absence of standardized model information hampers project progress and efficiency, leading to wasted resources. Misuse of BIM model information might also result in incorrect decisions. Therefore, the industry generally calls for clear BIM delivery standards to be established and followed.

3. Modeling Guideline Requirements: Successful BIM applications remain scarce within the domestic industry. Many successful BIM cases in Europe and America rely on integrating entire industry chains to realize their full potential. Since different industrial chains require distinct model information, it is essential to develop modeling guidelines tailored to China’s domestic industry chain.

4. Demand for BIM Fees: In Europe and America, public departments have well-developed support systems to promote BIM adoption. For example, the U.S. initially mandated BIM use in federally subsidized construction projects, the U.K. implemented it through the central government’s construction strategy, and Singapore provided additional subsidies to encourage its use by construction companies and projects. Conversely, although Shanghai has introduced BIM fee standards in China, there are no clear matching policies or government subsidies. Promotion mainly relies on encouraging individual pilot projects. For projects adopting BIM, budgets must clearly allocate funds, and BIM costs have evolved into additional work items, BIM teams, and even the need for formal “acceptance” of BIM projects.

5. Risk Allocation and Intellectual Property: When BIM consultants or subcontractors are outsourced, misunderstandings often arise regarding risk and intellectual property (IP). Architects, civil structural engineers, and mechanical and electrical technicians who do not use BIM tools for communication may mistakenly expect the BIM team to share their professional liability risks. Conversely, BIM modelers may incorrectly assume ownership of the model’s intellectual property. Therefore, detailed explanations of risk allocation and IP standards are necessary once BIM tools are adopted.
