1) There is a need to strengthen understanding and awareness of information technology development. The digital transformation of construction companies forms a fundamental part of the national construction industry’s modernization and plays a crucial role in upgrading enterprise management. However, implementing this new approach to management faces challenges, as decision-makers, managers, and operational staff often lack sufficient knowledge, awareness, and motivation to drive this change effectively.

2) Investment in information technology infrastructure remains insufficient. Currently, construction companies face considerable upfront costs to develop IT capabilities, including hardware upgrades, software development, and facility renovations such as computer rooms. These investments are essential to establish and implement effective enterprise information systems. However, due to the industry’s low profit margins—both in terms of output and asset returns—raising the necessary funds for IT development and ongoing maintenance is challenging.
3) There is a shortage of skilled technical professionals. Within construction firms, roles focused on computer applications and IT management are relatively niche, leading to limited staffing and underdeveloped capabilities. Particularly scarce are hybrid professionals who possess expertise in both computer technology and architectural disciplines, making it difficult to fulfill the demands of enterprise-level information system development.
4) Government and industry regulatory bodies have not provided adequate policy support. To date, regulatory authorities have set requirements for digital transformation but have not offered the necessary policy incentives or financial assistance. All costs related to hardware, software development, and system upkeep fall entirely on the companies, which diminishes their enthusiasm for pursuing IT advancements. Moreover, without government involvement in software development and standards establishment, companies struggle to create user-friendly, compatible, and stable information systems independently.
