One common misconception among enterprises regarding BIM is viewing it merely as a model or software, and assuming that its application costs and fee standards are prohibitively high. However, by exploring official resources online, such as those from local housing and construction departments, we can find relevant information. Today, we will discuss the BIM fee standards in Zhejiang Province as an example.

1. Civil Buildings
1) New Projects
The application of BIM in new civil construction projects is divided into several stages: design, construction, and operation & maintenance. The pricing standards for completing one modeling and basic application vary depending on the application level, as detailed in the attached table. For buildings under 50,000 square meters, the calculation is based on 50,000 square meters; for buildings over 300,000 square meters, the calculation is capped at 300,000 square meters.
2) Existing Buildings
As part of refined urban management and security enhancement through informatization, BIM models are required for certain existing buildings. These models are created using electronic design data combined with completion data and on-site measurements. Elements can be added or removed based on actual application needs. The BIM technology fee for existing buildings is set between 10 and 12 yuan per square meter of building area.
2. Rail Transit Engineering
BIM technology is applied during the design and construction phases of rail transit projects to support modeling, vertical elevation optimization, drawing review assistance, pipeline migration simulation, earthwork balancing, and more.
The pricing standard for BIM technology is as follows: each station—including the main structure, entrance and exit airshafts, auxiliary facilities, ground buildings or structures, squares, underground pipelines, and necessary surrounding environment—is charged between 400,000 and 500,000 yuan per station. Each track interval, covering the main structure and internal pipelines, costs between 100,000 and 150,000 yuan. For sections involving large bridge construction or municipal bridge renovations, pricing is determined separately through consultation based on project complexity and work requirements.
3. Underground Comprehensive Pipe Gallery Projects
BIM technology supports the design and construction phases of underground pipe gallery projects by offering modeling, design scheme comparison and optimization (analyzing pipe gallery location and orientation in relation to the environment), pipeline relocation simulation, integration, and collision detection.
The pricing for BIM application fees is based on a range of 150,000 to 200,000 yuan per kilometer of pipe gallery length. If a completion model is needed, the construction unit must provide completion measurement data, which will increase the cost of establishing the BIM model accordingly.
4. Municipal Road Engineering
In municipal road engineering, BIM technology is used during design and construction to support modeling, vertical elevation optimization, drawing review assistance, pipeline migration simulation, and earthwork balancing.
The BIM application fee is calculated between 100,000 and 150,000 yuan per kilometer. For elevated structures such as overpasses, bridges, and tunnels, fees may be negotiated based on actual complexity and application requirements. Should a completion model be necessary, the construction unit must supply completion measurement data, leading to an additional cost for establishing the road completion BIM model.
