As BIM technology continues to mature, many provinces have introduced policies and guidelines to encourage its development. Often, when people first encounter BIM, their initial concern is not its ease of use but its cost. Let’s focus on Hunan Province to understand the billing standards for BIM technology services there.

1. BIM Technology Service Billing Indicators for Industrial and Civil Construction Projects
The BIM technology service fee for industrial and civil construction projects is calculated using the following formula:
BIM service fee = Building area × “BIM service billing index for industrial and civil construction projects”
Additional adjustments include:
- The billing indicator for residential buildings in civil construction projects is adjusted by a coefficient of 0.7.
- The billing indicator for prefabricated construction projects is adjusted by a coefficient of 1.2.
- For projects with a building area under 10,000 square meters, fees are calculated based on a minimum of 10,000 square meters.
2. BIM Technology Service Billing Indicators for Municipal Infrastructure Projects
For municipal infrastructure projects, the BIM service fee is calculated as follows:
BIM service fee = Construction and installation engineering cost × “BIM service billing index for municipal infrastructure projects”
If the construction and installation cost is less than 100 million yuan, the service fee is calculated based on a minimum of 100 million yuan.
Due to space limitations, I’ll add a few closing thoughts. Those familiar with BIM know that its benefits are tangible; however, practical challenges to implementation remain. These issues cannot be fully resolved overnight, or the industry would have already entered a new productivity era. Still, as of 2022, the official stance on BIM remains strongly supportive, reflecting high expectations that BIM will ultimately reach its own period of significant growth and success.
