Some readers might find the title a bit surprising. It’s already 2022, so why are we still discussing 2019? The reason is that the Guangdong Provincial Department of Housing and Urban-Rural Development issued the BIM fee standards back in 2019. After addressing this question, let’s explore the key points covered in the documents they released.

Scope of Application
The standards apply to new industrial and civil construction projects, municipal road engineering, rail transit engineering, underground comprehensive pipe gallery engineering, and landscape engineering.
Other types of projects and expansion works may also refer to these pricing guidelines as appropriate.
Cost Pricing Explanation
1. The application cost of Building Information Modeling (BIM) technology is calculated as: Pricing basis × Unit price or rate.
2. For industrial and civil construction projects, if the building area is less than 20,000 square meters, the calculation will still be based on 20,000 square meters as the pricing basis. Similarly, if the cost of municipal road engineering, rail transit engineering, or underground comprehensive pipe gallery engineering is below 100 million yuan, the calculation is based on 100 million yuan. For landscape engineering costing less than 10 million yuan, the pricing basis is set at 10 million yuan.
3. The BIM application cost does not cover fees for hiring BIM technology consultants. If consultants are required, an additional 10% may be added as consulting fees related to BIM technology application.
4. Due to variations in project complexity, scale, and standards for materials and equipment, the difficulty of applying BIM technology can differ. Thus, the application cost may fluctuate by up to ±20%.
