- Team and On-site Service Requirements:
- Assign a project manager, at least two on-site BIM consultants, and 6 to 8 senior BIM engineers, with a senior BIM expert as consultant;
- The project manager must hold a bachelor’s degree or higher in civil engineering or engineering management, with at least 3 years of site experience and BIM consulting on projects over 100,000 m²;
- Resident personnel must have a minimum of 2 years BIM practice and construction management experience, dedicated to this project;
- Ensure sufficient personnel to meet centralized modeling demands;
- The winning bidder must provide adequate BIM technical staff on-site, delivering implementation plans, workflow, modeling, and data input to meet progress requirements;
- Organization must have registered capital of at least 1 million yuan and ISO9001 quality management certification;
- Company should possess secondary development capabilities for BIM data interfaces and functions suited to project needs;
- At least 10 BIM project cases implemented in the past two years, with awards or provincial observation projects;
- Consortium participation is not accepted.
- BIM Software System Requirements:
- Establish a BIM sharing platform for collaboration among all project parties (construction, supervision, general contractor);
- Support efficient data exchange and acceptance of BIM models during design;
- Possess modeling software and platform management capabilities;
- Provide unified model management, version control, permission management, remote data sharing, and meet various user needs;

- Grant real-time viewing and usage permissions for BIM models to the tenderer and consultants throughout the project.
- Technical Training:
- Develop a detailed training plan tailored to current management capabilities enabling independent BIM software management and maintenance;
- Provide training for administrators and end-users as specified by the tenderer;
- Training aims to ensure users are competent in system use and troubleshooting;
- Training materials must be delivered electronically;
- Training schedule and frequency (minimum three sessions) to be approved by the tenderer, conducted on-site;
- Training should include bidding unit, supervision unit, and general contractor personnel, with clear cooperation requirements;
- Roles and Responsibilities:
- Tenderer: Provide timely coordination and access to relevant project information, including drawings, to allow adequate service performance time;
- Bidders:
- Complete the BIM model per bidding requirements, ensuring accuracy and binding collision reports with reviewers and timestamps;
- Participate in BIM, site, and engineering meetings as required, including live model demonstrations;
- Deliver on-time results and services, including urgent tasks;
- Offer constructive suggestions during modeling and collision detection;
- Establish a modeling team to coordinate closely with the tenderer and related parties, refining requirements until satisfaction;
- Regularly organize coordination meetings with designers, subcontractors, and contractors to resolve application issues;
- Analyze and confirm tenderer-provided drawings;
