Exploring the Growing Potential of BIM Development in China

BIM Development in China

After more than a decade of experience, I have witnessed both the heights of success and the challenges faced in the field of Building Information Modeling (BIM) in China. Since the introduction of key policies in 2015, BIM has entered a new phase filled with promising opportunities. Today, we will explore opportunities for BIM development in China.

1. PPP Promotion Projects: In 2015, the National Development and Reform Commission announced three batches of PPP (Public-Private Partnership) promotion projects, totaling 2,529 projects with an investment of approximately 4.2443 trillion yuan. Additionally, the Ministry of Finance launched 233 PPP demonstration projects, with a combined investment of about 817 billion yuan. While the Ministry of Finance’s demonstration projects focus on project model structures and financing methods, the projects promoted by the National Development and Reform Commission emphasize their contribution to urbanization. Due to minimal overlap, the total investment in PPP demonstration and promotion projects in 2015 reached nearly 4.95 trillion yuan. These projects span various sectors, including water conservancy, municipal facilities, transportation infrastructure, public services, and environmental resources.

2. Guiding Opinions on Promoting BIM Application: The Ministry of Housing and Urban-Rural Development set clear targets for BIM adoption. By the end of 2020, Class A survey and design firms, as well as special and first-class building construction enterprises, are expected to master BIM and integrate it with enterprise management systems and other information technologies. Furthermore, for large and medium-sized state-funded buildings and public buildings or green ecological demonstration communities applying for green certification, 90% of projects should integrate BIM throughout their survey, design, construction, operation, and maintenance phases.

3. Asia Infrastructure Investment Bank and the Belt and Road Initiative: The Asian Infrastructure Investment Bank (AIIB) officially signed contracts to support investments aligned with the Belt and Road initiative. It is projected that by 2020, global direct investment in high-speed rail will surpass 6.7 trillion yuan. With projects like the China-Thailand Railway and China-Laos Railway underway, the so-called “Pan-Asian Railway” corridor, running from Kunming, Yunnan to Singapore, has entered its operational phase. China is expected to capture a market share exceeding 300 billion yuan in this sector.

4. Guiding Opinions on Actively Promoting the “Internet+” Initiative: The State Council officially released policies to promote the “Internet+” action plan. These aim to enhance pollution monitoring and information dissemination systems, establish dynamic monitoring networks covering key ecological elements, and enable the interconnected and open sharing of environmental data.

5. Guiding Opinions on Promoting Urban Underground Comprehensive Pipe Corridors: The General Office of the State Council issued guidelines mandating that all pipelines within urban planning areas should primarily be laid underground, and any pipeline within an area with an existing underground comprehensive pipe gallery must be integrated into that gallery. In the next 3-5 years, pipeline corridor construction is expected to attract an annual investment of 1 trillion yuan.

2015 marked a pivotal year for BIM, with robust policy support directly targeting its use and application scope. Significant investments in engineering sectors such as PPP, the Belt and Road initiative, and underground utility tunnels are driving BIM’s rapid development. Meanwhile, the “Internet+” initiative is improving network infrastructure and data sharing capabilities, which supports BIM integration with sensing and monitoring equipment during the operation and maintenance phases, fostering a fully integrated management platform based on BIM.

In summary, the opportunities for BIM development in China are highly promising. This potential is further bolstered by the introduction of China’s first BIM standard, Construction Application Standards for Building Information Modeling, which was formally implemented in 2018. This standard will help guide BIM’s healthy and rapid growth across the country.
