Is there a way to configure AutoCAD so that certain actions, like translation and scaling, are ignored in the undo history?

Answer:

Unfortunately, translation and scaling operations cannot be excluded from AutoCAD’s undo (U) sequence.

However, pan and zoom actions can be combined to reduce the number of undo events. To enable this, navigate to User Preferences and select the option Merge zoom and pan commands.
