Henan Province Accelerates Prefabricated Building Growth with Mandatory BIM Technology Integration

were announced on the municipal government website. These Implementation Opinions detail the goals, key tasks, and government support measures for prefabricated buildings.


From a goals perspective, by 2018, all newly constructed commercial housing projects with a total construction area exceeding 100,000 square meters were required to adopt prefabricated building methods. This marked a clear move toward comprehensive promotion and application of prefabricated construction.


Regarding support intensity, the measures extend beyond simple subsidies and interest rate incentives. They cover multiple aspects of related projects, including land use, taxes and fees, bidding processes, and project evaluations. This comprehensive support policy is truly impressive. For example, financial subsidies of 50 yuan per square meter are provided.


As a microcosm of nationwide prefabricated building initiatives, 2017 marked a significant push to expand prefabricated construction. The core concept of prefabricated buildings is “integration,” with Building Information Modeling (BIM) technology serving as the backbone of this integration. BIM connects the entire process—from design, production, construction, and decoration to management—supporting the full lifecycle: design, construction, operation, and demolition.


BIM enables digitization and virtualization of system components, representing them through information technology. This allows new applications such as collaborative design, visual assembly, engineering quantity interaction, node connection simulation, and inspection. Ultimately, it integrates the entire construction industry chain, achieving full-process, comprehensive information integration.


Development Goals

1. Overall Objective:


By 2020, prefabricated buildings (defined as having a prefabrication rate of at least 20% and an assembly rate of at least 50%) should account for over 30% of the total area of newly constructed buildings in the city. Affordable housing and projects funded by government and state-owned enterprises should represent over 60% of this total.


By the end of 2025, the proportion of prefabricated buildings in the total newly constructed area is expected to exceed 50%, with affordable housing and government/state-owned enterprise projects maintaining a share of 110%.


Additionally, all newly constructed prefabricated buildings should meet at least a one-star green building standard.

2. Specific Objectives:


Priority areas include the five central districts of the city (Jinshui, Erqi, Zhongyuan, Guancheng Hui, and Huiji), as well as the Zhengzhou Airport Zone, Zhengdong New District, Zhengzhou Economic Development Zone, and Zhengzhou High-Tech Zone.


Encouraged regions include Xingyang City, Xinmi City, Xinzheng City, Dengfeng City, Shangjie District, the built-up areas of Zhongmu County, and rural areas.

3. Implementation Plan:


In key areas, prefabricated buildings should account for no less than 5% of the total newly started construction area.

Comprehensive promotion in 2018:


Newly built affordable housing projects with a gross floor area over 50,000 square meters, as well as newly built or expanded schools, hospitals, elderly care facilities, and other projects with a total construction area exceeding 20,000 square meters funded by government and state-owned enterprises, are required to adopt prefabricated construction.


Additionally, newly built commercial housing projects over 100,000 square meters, as well as public buildings such as commercial and office spaces with a total area over 30,000 square meters or a single building area over 20,000 square meters, should adopt prefabricated construction. Building Information Modeling (BIM) technology is encouraged throughout the entire process—from design and production to construction and operation—to facilitate data sharing at all stages and improve overall efficiency.


Support Policies

 


The Implementation Opinions provide robust support for the development of prefabricated buildings across various sectors, including land security, fiscal aid, financial backing, and tax incentives. The extent of this support clearly reflects the government’s strong commitment.
