The Hainan Ecological Smart New City Digital City Hall Project integrates exhibition spaces, cultural and creative offices, and embraces the tropical climate strategy. It features natural landscape terraces, a series of interconnected courtyards at varying levels, outdoor atriums, and a cooling alley system. These elements seamlessly connect different functional building blocks. Inspired by the traditional Eastern garden courtyard, the design offers a three-dimensional public garden courtyard experience with distinctive scenery and winding pathways.

Located in the southwest corner cluster of Tencent Ecological Village Park in Chengmai County, Hainan Province, this project sits adjacent to the park’s main entrance. It adopts a courtyard platform layout where each floor features an outdoor terrace connected to the southwest landscape platform, enhancing the connection between indoor and outdoor spaces.

The design features a central core combining the main entrance hall and the corridors of smaller halls on each floor. This core houses elevators, restrooms, and equipment rooms. All primary functional areas on each floor are accessible via this core, with entrances and exits directly connecting to the outdoor platforms.

The building’s first floor is dedicated to an exhibition center, a multifunctional hall, and a casual coffee and tea house. The main entrance for visitors is located on the north side, leading into the main lobby through an entrance courtyard. The southwest side features a landscaped terrace, where the first and second floors are covered with soil to promote natural ventilation and lighting, thereby reducing energy consumption.

The second through fourth floors primarily serve as office spaces, accessible via the lobby elevator. Additionally, the shared platform between the second and third floors can be reached via the main entrance steps on the east side, providing direct access to the various office areas.

Each floor includes a rooftop platform, with outdoor stairs connecting upper and lower levels that lead to landscaped terraces. On the east side, an outdoor shared hall features a vertical staircase designed for quick evacuation.
