Recently, the Department of Housing and Urban-Rural Development of Jiangxi Province initiated the development of the “14th Five-Year Plan for Building Energy Efficiency and Green Building Development in Jiangxi Province’s Housing and Urban-Rural Construction Sector” (hereafter referred to as the “Plan”). By 2025, the Plan aims for 30% of new urban buildings to achieve star-rated green building status. It also focuses on gradually optimizing the building energy consumption structure, effectively controlling the growth of energy use and carbon emissions, and establishing a green, low-carbon, and circular construction model. This will lay a strong foundation for reaching carbon peak targets in urban and rural construction before 2030.
Progress During the 13th Five-Year Plan Period
Throughout the 13th Five-Year Plan period, Jiangxi Province pursued the goal of becoming a demonstration region and striving for excellence. The implementation of mandatory energy-saving standards in the design and construction of new buildings reached 100%. Green buildings experienced rapid development, management systems were continuously enhanced, and certification processes became more standardized. Construction scale steadily increased, with significant progress towards zero-energy ultra-low energy buildings.
The energy-saving renovation of existing residential buildings expanded year by year, renewable energy applications grew in scale, and the substitution rate of renewable energy steadily increased. Additionally, the evaluation and certification of green building materials advanced steadily.
By the end of this period, the energy-saving area for newly built urban residential buildings increased by 230 million square meters, green building area grew by nearly 110 million square meters, prefabricated building construction started on 63.2 million square meters, and the renewable energy substitution rate in urban buildings reached 6%. All provincial government targets were successfully met.
Targets for the 14th Five-Year Plan Period
The 14th Five-Year Plan period marks the first five years on the path to building a modern socialist country, with critical goals of peaking carbon emissions by 2030 and achieving carbon neutrality by 2060. It is also a pivotal stage for advancing building energy efficiency and green building development, alongside opportunities for high-quality urban growth.
To enhance building energy efficiency and promote sustainable green building development, the Department of Housing and Urban-Rural Development of Jiangxi Province has outlined key goals and nine major tasks in the new Plan, aligned with the national “14th Five-Year Plan for Building Energy Efficiency and Green Building Development” issued by the Ministry of Housing and Urban-Rural Development.
Overall Indicators for Building Energy Efficiency and Green Building Development During the 14th Five-Year Plan Period

By 2025, the Plan aims for 30% of new urban buildings to be star-rated green buildings. The building energy consumption structure will be gradually optimized, and the growth of energy use and carbon emissions will be effectively controlled. A green, low-carbon, circular construction and development model will be established, forming a solid foundation for carbon peak achievements in urban and rural construction before 2030.
The Plan targets the construction of over 500,000 square meters of ultra-low and near-zero energy consumption buildings by 2025. It also aims for prefabricated buildings to account for 40% of new urban construction. Additionally, more than 1 million kilowatts of solar photovoltaic capacity will be installed in new buildings, with geothermal energy applied to 3 million square meters. The substitution rate of renewable energy in urban buildings is expected to reach 8%, and electricity consumption will exceed 55% of total building energy use.
Nine Key Tasks to Drive Green Building Development
The Plan outlines nine essential tasks to ensure progress:
- Enhancing both the quantity and quality of green buildings
- Improving energy efficiency in new buildings
- Promoting renewable energy applications in buildings
- Encouraging the use of new materials and green building products
- Implementing building electrification projects
- Advancing new green construction methods
- Supporting energy-saving renovations of existing buildings
- Promoting regional coordination of building energy efforts
- Fostering the adoption of green lifestyles
Measures to Ensure Success
The Department of Housing and Urban-Rural Development of Jiangxi Province has adopted four key strategies to guarantee the achievement of these goals:
- Strengthening institutional frameworks
- Implementing incentive policies
- Innovating engineering quality supervision models
- Emphasizing scientific and technological innovation
Furthermore, supervision of building energy efficiency and green building standards during design, construction, and final acceptance stages will be reinforced. The Plan encourages adopting “Internet plus supervision” technologies to improve oversight efficiency. It also promotes full-process BIM (Building Information Modeling) design for construction projects, enabling visual technology disclosures, establishing physical templates onsite, standardizing procedures, and regulating construction practices.
Additionally, exploring insurance measures to mitigate quality risks at critical points—such as external wall insulation and indoor air quality—is encouraged to ensure construction quality and safety.
