The BIM promotion plan is structured into three key phases: the initial introduction of BIM, the transitional application phase, and the widespread promotion of BIM usage.
During the first phase—promoting the introduction of BIM—the primary focus is to boost demand for BIM technology within China’s construction market. Given the government’s influential role in shaping the market, it is advisable for public authorities to lead by mandating BIM usage in public projects. This includes requiring project participants to demonstrate a certain level of BIM proficiency.
From the start of projects, research institutions should be engaged to study BIM applications, primarily assessing the economic benefits BIM introduces. Companies can initiate pilot BIM projects to enhance their technical skills and familiarize themselves with BIM workflows and business processes.
To support effective BIM implementation, governmental regulatory bodies must develop and release BIM standards and guidelines, establishing a clear framework for BIM application. These official documents offer detailed guidance for businesses and individuals. Based on these government standards, enterprises can create tailored BIM protocols that address specific project needs. Such protocols typically cover aspects like BIM application objectives, user roles, project scope, modeling techniques, model detail levels, collaboration procedures, and evaluation criteria aligned with project standards.
Meanwhile, software developers are responsible for providing practical and reliable BIM tools. Due to limited domestic software availability at this stage, importing foreign BIM software is a viable option.
Throughout this introductory phase, all stakeholders—government agencies, enterprises, individuals, and industry associations—should actively communicate and share BIM knowledge. Although initial BIM applications might be limited in scope within government and enterprise projects, the accumulated hands-on experience, along with quantitative analyses and shared outcomes, will drive BIM adoption forward in China’s construction sector.
The second phase, known as the “Transitional Stage of BIM Application,” is when governments, companies, and individuals gradually adapt to BIM’s working modes and business processes after its introduction.
Leveraging practical BIM experience and measurable benefits, enterprises—especially project owners—begin to fully recognize BIM’s advantages and start requiring BIM usage from project participants. As organizations and individuals engage in BIM projects, they accumulate technical and management experience, naturally adjusting to BIM workflows.
Participation in BIM projects not only brings economic gains but also helps stakeholders overcome resistance to BIM by adapting to the new technology. Even seasoned designers adjust to BIM’s 3D thinking through hands-on involvement.
During this transitional period, project owners need adequate time to acknowledge BIM’s value, helping to break down psychological barriers and facilitating the shift to 3D modeling mindsets among enterprises and individuals.
The third phase focuses on expanding BIM application across government and private sector projects. This includes increased investment in hardware and software, the establishment of education and training systems, and the development of BIM-specific contract documentation.
As BIM usage broadens, standards and guidelines must become more detailed and systematic. Both government and enterprises should thoroughly analyze challenges encountered during BIM implementation, updating and refining standards accordingly to enhance their effectiveness.
Project owners will raise their expectations for BIM users, encouraging companies and individuals to improve their BIM operational and management skills. Enterprises will invest in cultivating BIM talent through training and retraining programs, while individual practitioners will need to continuously develop their skills to keep pace with BIM advancements.
