The Meishan East New City – Three Centers and One Base Project is situated in Guiping Town, Renshou County, Meishan City, positioned as the future core of Meishan East New City. The development comprises a Citizen Service Center, Talent Center, Neighborhood Center, and an Enterprise Headquarters Base. To enhance public activity space, the plan also incorporates an independent Conference Center and Library, improving overall project support facilities.

Integration with Nature

The cultural landmark in eastern Meishan is designed to be a free, open, and ecological civic space with ample venues for activities, encouraging visitors to engage with the natural environment. In addition, it functions as a practical building serving multiple community needs.

The site currently features natural hills, with two mountains and three ponds within its boundaries. The overall ecological landscape is described as “half mountain, half water,” highlighting the harmonious coexistence of terrain and water bodies.

Respecting the site’s natural features, the design adheres to the eco-friendly principle of avoiding excavation near mountains and refraining from filling near ponds. This approach preserves the “green mountains and clear waters” that define the site’s character while seamlessly integrating architecture with nature.

As the starting point of Meishan East New City, this project embodies the concept of “a seed nurturing a forest.” It represents the organic growth of a “new city seed” within this “half mountain, half water” landscape, poised to become a free, open, and ecological hub for community activities.

Design with Ecological Sensitivity

The core of the project’s planning is the integration of three distinct fish ponds on site into a cohesive central lake, while preserving the natural mountainous landscape. The architectural layout is designed to complement the scattered terrain, positioning buildings around the lake.

From a planning perspective, the Citizen Service Center and Neighborhood Center are strategically located along the southern extension of Linhongxing Road to maximize urban visibility and accessibility, supporting both community and commercial functions.

To soften the typically rigid spatial feel of traditional citizen service centers, the buildings are constructed along the mountainside, borrowing the external mountain views and concealing the mountains internally.

The Conference Center, designed as an extension of the Citizen Service Center, is situated adjacent to it. The Talent Center is shaped to resemble a mountain, blending seamlessly with the distant mountainous backdrop through layered design. The Enterprise Headquarters Base is nestled in the deepest mountain valley, creating a tranquil forest office environment with simple, dispersed building volumes.

Dynamic Architectural Language

In this project, architecture moves away from rigidity to become flexible, adaptable, and fluid. The group of buildings projects a strong, distinctive presence while maintaining private spaces within a cohesive ensemble.

The exterior shell is crafted from highly flexible GRC (glass fiber reinforced concrete), highlighting the beauty of flowing curves and establishing a dynamic architectural expression.

This project features an all-steel structure, with the main steel arch at the civic center spanning over 40 meters. The architectural design incorporates an arc-shaped truss system.

The staggered, streamlined design of the GRC and glass curtain walls posed significant construction challenges. Coordinating material handover, waterproofing, and the curtain wall’s structural support required complex solutions. The upper and lower sections of certain GRC parts are glass curtain walls without direct support points, relying solely on a structural support system made of main steel columns and secondary trusses spanning 8–12 meters at both ends. This complexity presented major challenges in design and installation.

Meishan East New City · Three Centers and One Base serves as a symbolic gateway for urban administration and public space, poised to become the vibrant social hub of Meishan East New City. It reflects the city’s historical context through its form and supports diverse spatial functions including consultation, services, education, culture, and entertainment for residents.
