Scope of Application

This “Reference Basis” applies to the design and construction phase model development and use in new construction projects across civil building engineering, municipal engineering, landscaping engineering, and industrial engineering. It may also be referenced for renovation, expansion, and other types of engineering projects where appropriate.

Application Requirements

The accuracy, content, and depth of BIM technology application must comply with relevant national standards and refer to technical regulations such as the “Anhui Province BIM Technology Application Guidelines.”

The BIM technology service fee is accounted for separately within other construction costs.

Billing Instructions

1. Calculation formula:
BIM technology service fee = billing basis × cost base price

Billing basis: This can be either the building area or the construction installation cost. The detailed cost categories for construction and installation engineering are outlined in the “Composition of Construction and Installation Engineering Cost Projects” (Jianbiao [2013] No. 44) issued by the Ministry of Housing and Urban-Rural Development and the Ministry of Finance.

Cost base price: This refers to the unit price or rate applied for completing the relevant BIM technology services.

Special billing basis rules apply as follows:

• If the building area of a civil building project is less than 10,000 square meters, billing will be based on 10,000 square meters.
• If the construction and installation cost of municipal or industrial engineering is less than 100 million yuan, billing will be calculated based on 100 million yuan.
• If the construction and installation cost of landscaping engineering is less than 10 million yuan, billing will be based on 10 million yuan.
