BIM Q&A: Current State and Progress of Building Information Modeling

The United States is one of the pioneers in information technology research within the construction industry. Since its inception, BIM research and implementation have been at the global forefront. Currently, most construction projects in the U.S. adopt BIM methodologies throughout their execution. BIM is widely integrated across construction-related professions, supported by various BIM associations that have established different standards.

The development of BIM in the United States is coordinated by several key agencies, including the General Services Administration (GSA), the United States Army Corps of Engineers (USACE), and the Building SMART Alliance (BSA). Notably, the GSA has launched a national 3D-4D-BIM initiative. Since 2007, GSA has mandated the use of BIM for all large-scale construction projects during the bidding phase, requiring the submission of BIM models for spatial planning validation and final design presentation. Today, GSA is expanding BIM applications across the entire project lifecycle, encompassing spatial planning validation, 4D simulation, laser scanning, and sustainable development modeling. These efforts have significantly advanced the practical use of BIM in construction projects.

BIM Q&A | To what extent has BIM developed now? Overview of BIM Development Status

In 2006, the US Army Corps of Engineers (USACE) formulated a 15-year strategic plan to implement BIM technology, aiming to enhance the quality and efficiency of planning, design, and construction—primarily for military facilities. The Building SMART Alliance (BSA) focuses on promoting and researching BIM, with its subsidiary, the National BIM Standards Project Committee, dedicated to developing national BIM standards for the U.S.

Japan also began adopting BIM relatively early, but its widespread use surged around 2009. Many Japanese design firms and construction companies started integrating BIM, supported by government pilot projects exploring BIM’s value in design visualization and information integration. Japanese BIM software developers recognized that BIM solutions require interoperability among multiple software platforms. Led by Fukui Computer Co., Ltd., they formed the Japan Domestic Solution Software Alliance to address this need. Additionally, the Japan Institute of Architecture published the Japan BIM Guidelines in 2012, offering comprehensive directions on team building, data management, design workflows, and BIM applications for budgeting and simulation within Japanese design and construction firms.

In China, BIM adoption began later but has rapidly gained momentum in the domestic construction sector. Early promotion from software vendors was followed by increasing involvement from government bodies, industry associations, experts, design firms, construction companies, and research institutions. National policies have played a crucial role in driving BIM development. In June 2015, the Ministry of Housing and Urban-Rural Development issued the “Guiding Opinions on Promoting the Application of Building Information Modeling,” setting clear goals: by the end of 2020, top-tier survey and design firms, as well as first-class construction enterprises, were expected to master and integrate BIM with enterprise management systems and other information technologies.

At the local level, the Urban and Rural Development Commission of Qingdao City, Shandong Province, endorsed these guidelines and committed to establishing a BIM technology demonstration and exchange platform. This platform facilitates collaboration among projects, enterprises, and institutions, while incorporating building information into Qingdao’s urban data systems. These steps lay the foundation for building a digital city and advancing the construction of a smart Qingdao.
