In recent years, China has made remarkable strides in advancing Building Information Modeling (BIM) technology. The adoption of BIM within architectural design firms has flourished, supported by a favorable environment for growth. At the national policy level, government bodies and administrative agencies have shown a strong commitment to fostering BIM development to enhance project management capabilities.

On May 10, 2011, the Ministry of Housing and Urban-Rural Development released the “2011-2015 Outline for the Development of Information Technology in the Construction Industry,” prioritizing BIM as a core technology to support industry modernization and upgrading.
Later, on June 16, 2015, the Ministry issued the “Guiding Opinions on Promoting the Application of Building Information Modeling.” This document detailed the direction for BIM adoption across construction industry units, outlining its significance, fundamental principles, development goals, and key priorities.
On August 23, 2016, the Ministry published the “2016-2020 Outline for the Development of Information Technology in the Construction Industry,” where BIM was mentioned 28 times. The report emphasized BIM’s integration with emerging information technologies such as big data, artificial intelligence, mobile communications, cloud computing, and the Internet of Things.
Subsequently, on February 21, 2017, the State Council released the “Opinions of the General Office of the State Council on Promoting the Sustainable and Healthy Development of the Construction Industry.” This policy actively supports scientific research in construction, aims to boost the contribution of technological innovation to industry growth, and promotes comprehensive BIM integration throughout planning, surveying, design, construction, operation, and maintenance stages. It highlights the importance of data sharing and information management across the project lifecycle, facilitating project optimization and informed decision-making.
Additionally, the Ministry of Housing and Urban-Rural Development introduced the “Unified Standard for Building Information Modeling Application” (GB/T51235-2017), which was officially implemented on July 1, 2017, and January 1, 2018. This standard plays a crucial role in guiding BIM technology development and its application within enterprises.
In August 2017, the Ministry emphasized in the “Thirteenth Five-Year Plan for Technological Innovation in Housing and Urban-Rural Construction” the importance of advancing smart construction technology, expanding BIM applications, and establishing BIM-based operational and testing platforms.
Beyond national-level support, local governments have also rolled out relevant BIM policies and standards. To promote BIM adoption and implementation across all levels, provincial and municipal BIM development alliances have been established in multiple regions nationwide.
