When it comes to BIM software research and promotion, developed countries abroad lead significantly compared to China. Whether in the United States, the birthplace of BIM, developed European and American countries, or developed Asian countries such as South Korea, Japan, and Singapore, their technology research institutions and government agencies actively promote BIM development. The primary BIM development policies of these developed countries are summarized below:

BIM Application in the United States
In 2006, the United States Army Corps of Engineers (USACE) released a 15-year BIM development roadmap, committing that all future government military construction projects would utilize BIM technology. The National BIM Labeling Project Committee, established by the Building Research Institute (BSA), oversees the development of national BIM standards in the U.S. Since the launch of the U.S. General Services Administration’s 3D-4D BIM program, over 80% of civil construction projects nationwide have adopted BIM technology.
BIM Application in Russia
In 2017, the Russian government mandated that construction contracts must include provisions for BIM technology application.
By 2019, the government required all participants in government construction projects to adopt BIM technology, making it a compulsory condition for bidding on government projects.
BIM Application in the United Kingdom
The UK government has closely followed the U.S. in BIM development. By 2016, the UK’s national construction industry had established a fully collaborative 3D-BIM system, with building firms, developers, and contractors routinely engaging in BIM collaboration.
BIM Application in South Korea
By 2016, the South Korean government had mandated the use of BIM technology in all public building projects nationwide.
BIM Application in Singapore
The Singapore Building Authority requires all government building projects to utilize BIM models. Additionally, the government has established a training system for BIM professionals, encouraging universities to offer BIM-related majors and courses. A unified certification exam for BIM technical personnel has also been implemented.
BIM Application in Japan
With strong government support, Japan’s building information software industry has formed a national BIM software development alliance. The Japan Institute of Architecture actively publishes guides for BIM practitioners, providing comprehensive guidance and fostering communication within the BIM community.
