Reference for Pricing of Building Information Modeling (BIM) Technology Application Service Fees in Nanjing City (Design and Construction Stages)
1. Scope of Application
This pricing reference applies to BIM technology application service fees for the design, construction, and management of new housing construction projects and municipal infrastructure projects in Nanjing. It can also serve as a guideline for renovation, expansion projects, and other types of projects.
2. Application Requirements
The BIM application stage, content, model detail level, and deliverables must comply with relevant national, Jiangsu Province, and Nanjing City BIM specifications, standards, and technical guidelines. They should also meet the BIM construction drawing review, completion acceptance management, and other requirements within the Nanjing Engineering Construction Project BIM Intelligent Review System.
3. Pricing Explanation
- BIM application service fees are calculated as: Pricing basis × Unit price (or rate) × Engineering complexity adjustment factor.
- For housing construction projects, pricing is based on building area, while municipal engineering projects use the construction contract price as the basis.
– If a building’s construction area is less than 10,000 m², pricing will be based on 10,000 m².
– For large-scale bridge and comprehensive transportation hub projects, if the construction contract price is under 100 million yuan, pricing will be based on 100 million yuan.
– For other municipal projects, if the contract price is less than 30 million yuan, pricing will be based on 30 million yuan. - Tables 1 and 2 provide the base price lists for design and construction stages. When services cover both stages simultaneously, the total fee is calculated at 90% of the sum of the individual stage fees.
The BIM application fee during the construction phase covers ongoing services based on deliverables required from the design phase. If BIM application was not performed or requirements were unmet during design, additional fees shall be negotiated. - For project types listed in Table 3, the engineering complexity adjustment factor may be applied accordingly.
- This pricing reference only includes mandatory deliverables listed in Table 4. Fees for other deliverables should be negotiated.
The pricing includes the cost of the service provider’s BIM software and collaborative management platform, as well as technical support during design and construction phases for BIM review and acceptance reporting in the Nanjing BIM Intelligent Review System.
It excludes costs related to BIM technology research and development. - These prices are for reference only. Final costs are subject to negotiation based on workload and deliverable requirements.
Note: New BIM pricing standards in China and Jiangsu Province may also apply.

- “Single project application” refers to comprehensive application across all relevant disciplines at the given stage, including architecture, structure, plumbing, electrical, HVAC, fire protection, civil defense, and decoration.
- The design phase covers concept design, preliminary design, and construction drawing design (including revisions).
- For interior decoration and renovation projects, the building area refers only to the decorated portion.
- Outdoor engineering site modeling (such as sponge city, pipeline networks, civil engineering) can be priced at 2–3 yuan/m² based on site area.

- The delivered BIM model should be an editable source model containing engineering information from the current and previous stages.
- Engineering drawings are exports from the model and must be consistent with it.
- Construction drawing models (NJM) must comply with standards such as the “Technical Guidelines for BIM Design and Delivery of Construction Drawings in Nanjing,” and receive qualification notices for intelligent BIM review.
Completion information models (NJM) must meet the “Technical Guidelines for Delivery of Completion Information Models for Construction Projects in Nanjing.”
