Promotion of Building Information Modeling (BIM) Technology in Zhejiang Province
Reference Basis for Application Fee Pricing
To further advance the adoption of Building Information Modeling (BIM) technology across Zhejiang Province, this pricing guideline has been developed based on relevant regulations, including the “Notice on Promoting the Application of Building Information Modeling” (Jianzhihan No. AI_SC_0_159) issued by the Ministry of Housing and Urban-Rural Development, as well as the “Implementation Opinions on Promoting Green Building and Building Industrialization Development” from the General Office of the People’s Government of Zhejiang Province. This document serves as a reference for pricing BIM technology promotion and application costs.
1. Valuation of BIM Technology Application Costs
1.1 Civil Buildings
BIM implementation in civil buildings encompasses a broad range of activities. These can be categorized based on project type and objectives into new construction projects and existing building projects.
(1) New Projects
BIM application in new civil construction projects covers the design, construction, and operation & maintenance phases. Pricing standards for completing one BIM model and its basic applications are detailed in the attached table. For buildings under 50,000 square meters, the area will be calculated as 50,000 square meters for pricing purposes. For buildings exceeding 300,000 square meters, the calculation will be capped at 300,000 square meters.
The development of BIM application systems during the operation & maintenance phase should build upon the completed BIM model. System development, data input, model organization, and storage should align with operational requirements. Specific costs will be negotiated between service providers and clients based on project needs and development scope.
(2) Existing Buildings
For refined urban management and security protection via digital methods, BIM models for certain existing buildings are necessary. These models should be created using electronic design data, supplemented with as-built data and on-site measurements. Adjustments to model elements will be made based on specific application needs. The standard rate for BIM technology fees is 10-12 yuan per square meter (building area).
1.2 Rail Transit Engineering
BIM technology applications during the design and construction phases of rail transit projects include modeling, vertical elevation optimization, assistance with drawing reviews, pipeline migration simulations, and earthwork balance support.
The pricing standard is as follows: Each station (including main structures, entrances/exits, air shafts, ancillary facilities, ground buildings/structures, squares, underground pipelines, and necessary surrounding environment) is charged between 400,000 and 500,000 yuan. Each interval (main structure and internal pipelines) is calculated at 100,000 to 150,000 yuan per segment.
For sections involving large bridge construction or concurrent municipal bridge renovations, pricing will be adjusted based on project complexity and negotiated between the service parties.
1.3 Underground Comprehensive Pipe Gallery Projects
BIM use in underground comprehensive pipe gallery design and construction includes modeling, scheme comparison and optimization (analyzing pipe gallery location rationality in relation to the surrounding environment), pipeline relocation simulation, pipeline integration, and collision detection.
BIM application fees are priced at 150,000 to 200,000 yuan per kilometer of pipe gallery. If an as-built model is required, the construction unit must provide completion measurements, and the cost of establishing this model will be added accordingly.
1.4 Municipal Road Engineering
During the design and construction phases of municipal road projects, BIM technology is applied for modeling, vertical elevation optimization, drawing review assistance, pipeline migration simulation, and earthwork balancing.
The pricing standard is 100,000 to 150,000 yuan per kilometer. Fees may increase for elevated structures such as overpasses, bridges, and tunnels, subject to negotiation based on complexity and application requirements. If a completion model is needed, the construction unit must supply completion measurement data, and costs for building the as-built BIM model will be added.
2. Application Depth and Levels
The depth and scope of BIM technology application should refer to the “Guidelines for the Application of Building Information Modeling (BIM) Technology in Zhejiang Province” and the “Unified Standard for Building Information Modeling (BIM) Application”.
3. Project Responsibilities and Cost Inclusion
The construction unit should lead BIM technology application efforts. Based on the project’s complexity and application depth, BIM requirements and associated costs must be clearly defined at the project initiation stage. These costs should be included in the construction budget and allocated for specific BIM-related purposes.
Contractors responsible for BIM implementation must list BIM application requirements and costs separately in the bidding documents as provisional amounts when preparing bidding control prices and quotations.
4. Strategic Importance of BIM Data
BIM application outcomes are crucial foundational data for new urbanization efforts. Relevant entities are encouraged to actively establish and maintain BIM model databases, supporting the development of future smart cities.
5. Effective Date
This guidance is effective from the date of issuance.

Notes: 1. The fees above cover one complete modeling application. If significant design changes occur during implementation, additional fees will be negotiated based on increased workload. 2. For residential community above-ground buildings, multiply the fee by 0.8. Complex buildings such as steel structures, super high-rises, cultural and sports venues, large transportation hubs, and hospitals should be calculated with a complexity multiplier of 1.5 to 2.0, subject to negotiation. 3. BIM applications in the construction and operation phases must be based on results from the previous phase. 4. When the same BIM service provider delivers lifecycle services across design, construction, and operation, a cumulative fee multiplier of 0.85 applies. 5. Fees for other BIM applications will be determined through consultation based on service content and depth. |
