To further advance the application of Building Information Modeling (BIM) technology in our region, and in line with the Ministry of Housing and Urban-Rural Development’s “Notice on Issuing the Guiding Opinions on Promoting the Application of Building Information Modeling” (Jianzhihan [2015] No. 159), as well as our department’s own directives including the “Notice on Issuing the Implementation Plan for Promoting the Application of Building Information Modeling in Guangxi” (Guijianbiao [2016] No. 2) and the “Notice on Issuing the Action Plan for Promoting the Application of Building Information Modeling Technology in Guangxi during the 13th Five Year Plan Period (2017-2020)” (Guijianbiao [2017] No. 32), we have established a reference framework for pricing BIM technology application fees.

1. Scope of BIM Technology Application Cost Pricing

This pricing reference standard applies to construction projects, urban road projects, urban rail projects, comprehensive pipe gallery projects, and landscape projects developed within our district. Other types of engineering projects may also refer to this standard as appropriate.

2. BIM Technology Application Requirements

The depth and level of BIM technology application must comply with the relevant building information modeling standards established for the Guangxi Zhuang Autonomous Region.

3. Forms of Expenditure for BIM Technology Application

The BIM technology application led by the construction owner should clearly calculate the BIM requirements and associated costs at the project initiation stage, based on the complexity and depth of the project. These costs should be included in the construction budget under specific allocations.

For BIM applications led by contractors, the BIM requirements and supporting costs should be separately listed as provisional amounts in the project cost breakdown, according to the bidding documents, when preparing bidding control prices and bid quotations.

4. BIM Technology Application Cost Standards

(1) Calculation Formula:

BIM technology application cost = base price × (A: application stage adjustment factor) × (B: engineering complexity adjustment factor) × (C: cost consulting adjustment factor)

(2) Base Price:

The base price is determined according to the standard for full-stage and full-professional BIM application.
