The Chengdu Construction Industry Association and the Chengdu Survey and Design Association have recently issued the “Reference Basis for Pricing of Building Information Modeling (BIM) Technical Service Fees in Chengdu” (referred to as the “Reference Basis”), which has been effective since October 1, 2021 and will remain valid for three years.
This Reference Basis applies to the design, construction, and operation phases of new civil construction, municipal engineering, and landscape engineering projects. It can also serve as a guideline for renovation, expansion, and other project types.
Furthermore, it emphasizes that the precision, content, and depth of BIM technology application must comply with relevant national, provincial, and municipal standards. The project owner should clearly calculate the BIM technical service fee during project approval, include it in the construction cost, and account for it as a separate expense within other construction costs.
Below are the billing instructions, base cost tables, and adjustment factors outlined in the Reference Basis.
1. Billing Instructions
(1) BIM technical service fee = pricing basis × unit price or rate × adjustment factor.
(2) For civil construction projects with a building area under 10,000 square meters, pricing will be based on 10,000 square meters. For municipal engineering projects with construction and installation costs below 100 million yuan, pricing will be based on 100 million yuan. For landscape engineering with costs below 10 million yuan, pricing will be based on 10 million yuan.
(3) The BIM technical service fee covers the cost of building and applying BIM models. If significant changes occur during implementation, additional fees should be negotiated based on the actual increase in workload.
(4) The BIM technical service fee does not include costs related to BIM application management platforms, technology development, supporting software and hardware, high-quality animation production, personnel training, or on-site expenses. These services require separate agreements between parties.
Additionally, the fee excludes costs for hiring BIM technology application consultants. If such consultants are engaged, their fees can be added at 10%–15% above the BIM technical service fees at each project stage. These consultants assist the client in planning and managing design, construction, and operation through BIM models.
2. Cost Base Price Tables
2.1 Basic Price Table for Civil Construction Engineering Costs
Notes: 1) The listed application costs include model review fees for each stage. The design stage covers the schematic design, preliminary design, and construction drawings. The construction stage covers both construction and final acceptance phases using BIM technology.
2) For geotechnical investigation, the BIM technical service fee is calculated as 35% of the applicable rate in the table, divided according to the project stages.
2.2 Basic Price Table for Municipal Engineering Costs
Notes: 1) The weighted average construction and installation cost of comprehensive municipal projects is calculated based on the proportion of different engineering types.
2) These costs include model review fees at every stage. BIM technology is applied during the design phase (schematic, preliminary, and construction drawing stages) and the construction phase (construction and final acceptance).
3) Other municipal engineering projects include water treatment, among others.
4) For geotechnical investigations, fees are calculated as 35% of the table value, split by project stage.
2.3 Basic Price Table for Landscape Engineering Costs
Notes: 1) This table covers all professional applications within landscape engineering projects.
2) The weighted average construction and installation costs for comprehensive projects are based on the proportions of various engineering types.
3) Costs include model review fees for each stage. BIM technology application involves the schematic, preliminary design, and construction drawing stages during design, as well as construction and final acceptance stages during construction.
3. Adjustment Coefficients
BIM service fees may be adjusted based on factors such as the completeness of project applications, complexity of application points, and overall project complexity. The following table presents adjustment factors for different project scenarios:

2) For cases not explicitly listed, adjustment factors can be selected based on similar situations in the table.
