Anhui Province Building Information Modeling (BIM) Technology Services

Billing Reference Basis

To further promote the adoption of Building Information Modeling (BIM) technology in engineering construction within Anhui Province, this “Anhui Province Building Information Modeling (BIM) Technology Service Billing Reference Basis” (hereinafter referred to as the “Reference Basis”) has been developed. It aligns with the “Notice of the General Office of the State Council on Forwarding the Guiding Opinions of the Ministry of Housing and Urban-Rural Development on Improving the Quality Assurance System and Enhancing the Quality of Construction Projects” (Guobanhan [2019] No. 92) and the “Notice of the Ministry of Housing and Urban-Rural Development on Issuing the Guiding Opinions on Promoting the Application of Building Information Modeling” (Jianzhihan [2015] No. 159), among other relevant regulations.

1. Cost Name

The BIM technology service fee (hereinafter referred to as BIM technology service fee) covers service charges for model creation and application during both the design and construction phases.

2. Scope of Application

This Reference Basis applies to the design phase, construction phase model creation, and application in new projects within civil building engineering, municipal engineering, landscaping engineering, and industrial engineering. It may also serve as a guide for renovation, expansion, and other types of engineering projects where applicable.

3. Application Requirements

1. The precision, content, and depth of BIM technology applications should comply with relevant national standards and refer to technical guidelines such as the “Anhui Province BIM Technology Application Guidelines”.
2. The BIM technology service fee is to be listed separately from other construction costs.

4. Billing Instructions

1. BIM technology service fee = billing basis × cost base price
   Billing basis: Building area or construction installation cost. The construction and installation engineering costs are detailed in the “Composition of Construction and Installation Engineering Cost Projects” (Jianbiao [2013] No. 44) issued by the Ministry of Housing and Urban-Rural Development and the Ministry of Finance.
   Cost base price: The unit price or rate applied to complete relevant BIM technology services.
2. For civil construction projects with a building area under 10,000 square meters, the billing will be based on 10,000 square meters. For municipal and industrial engineering with construction and installation costs below 100 million yuan, the billing basis will be set at 100 million yuan. For landscaping engineering projects below 10 million yuan, the basis will be 10 million yuan.

5. Cost Base Price

(1) Basic Cost for Civil Construction Engineering

The base price covers civil engineering, mechanical and electrical installation, and the application of BIM technology in decoration and renovation.

Note: The cost base price is generally adjusted by multiplying by a factor ranging from 0.8 to 1.5 depending on project complexity. For prefabricated construction projects, an adjustment factor of 1.1 to 1.3 is applied. For particularly complex projects such as theaters and sports centers, the factor may exceed 1.5 and will be negotiated between both parties.

(2) Basic Cost for Municipal Engineering

The cost base price includes civil engineering, mechanical and electrical installation, decoration, and related supporting facilities utilizing BIM technology.

(3) Basic Cost for Landscaping Engineering

The base price includes BIM technology costs for civil engineering, landscaping, and mechanical and electrical installation.

(4) Basic Cost for Industrial Engineering

The base price includes BIM technology costs for process engineering, civil engineering, and mechanical and electrical installation.

Note: The cost base price includes process specialty costs. For industrial engineering projects excluding process specialties, the cost base price is multiplied by an adjustment factor between 0.5 and 0.8, subject to negotiation between both parties.

6. Additional Notes

1. The BIM technology service fee is a one-time charge for modeling and application. If significant changes occur during implementation, additional fees will be negotiated based on the actual increased workload.
2. If the same BIM service provider (including consortiums) offers BIM services for both design and construction phases, an adjustment factor of 0.85 to 1.0 is applied to the total cost of both stages, with the specific factor subject to negotiation.
3. The BIM technology service fee does not cover expenses related to platform setup or personnel training for the commissioning party.

Appendix A: Case Study of Civil Construction Project

1. Project Overview

This project is a multi-story, large-scale commercial complex with a total construction area of 101,200 square meters, including 93,800 square meters above ground and 7,400 square meters underground. It comprises commercial shopping centers, retail shops, cinemas, supermarkets, and underground equipment rooms.

2. Application of BIM Technology

BIM technology is utilized throughout the engineering design and construction phases. The BIM model covers disciplines such as civil engineering and electromechanical engineering, supporting design optimization, clash detection, 3D pipeline integration, visualization, construction progress simulation, and related tasks.

3. Calculation and Analysis of BIM Technology Service Fee

As a civil construction project, billing basis and cost base prices follow Table 1. The design phase cost base price is 17.5 yuan per square meter, and the construction phase cost base price is 18 yuan per square meter. Considering project complexity, both parties agreed on an adjustment factor of 1.2.

BIM service fee during design phase = 101,200 m² × 17.5 yuan/m² × 1.2 = 2.1252 million yuan

BIM service fee during construction phase = 101,200 m² × 18 yuan/m² × 1.2 = 2.18592 million yuan

Appendix B: Case Study of Municipal Engineering Project

1. Project Overview

The project involves a 16.5-kilometer road system in a city, including roads, water supply, rainwater and sewage treatment, landscaping, transportation, and lighting. The construction and installation engineering costs are 1.8 billion yuan during the design phase and 1.6 billion yuan during the construction phase.

2. Application of BIM Technology

BIM technology supports engineering design, construction, and management throughout the project. The BIM model covers roadbed, pavement, mechanical and electrical installation, drainage, and traffic safety facilities. BIM is used for scheme comparison, plan review, material usage verification, visualization, construction process simulation, and more.

3. Calculation and Analysis of BIM Technology Service Fee

As a municipal engineering project, billing basis and cost base prices follow Table 2. The design phase cost base price is 0.25%, and the construction phase cost base price is 0.28%.

BIM service fee during design phase = 1.8 billion yuan × 0.25% = 4.5 million yuan

BIM service fee during construction phase = 1.6 billion yuan × 0.28% = 4.48 million yuan
