On October 13, 2020, the Civil Aviation Administration of China issued the “Guidelines for the Construction of Four Type Airports”. These guidelines outline the construction goals, core principles, key focus areas, and implementation steps for developing four types of airports, providing a strategic framework for domestic airport development.

Guided by the Action Plan for the Construction of Four Types of Airports in China’s Civil Aviation (2020-2035), the guidelines integrate advanced concepts, experiences, and best practices from both domestic and international airports. They analyze future civil aviation trends and incorporate innovative approaches from related fields such as smart cities, intelligent transportation, energy management, ecological and sponge cities, and safety systems.

This comprehensive framework draws on extensive expertise from transportation, electricity, and other industries, reflecting input from multidisciplinary experts gathered through multiple discussion forums. Ultimately, the guidelines aim to optimize airport planning, design, construction, and operation while enhancing governance systems and capabilities.

The goal is to build modern airports characterized by scientific planning, robust safety foundations, reliable resources, efficient business operations, high-quality aviation and tourism services, seamless transportation connections, integrated information systems, and environmentally friendly, green, and low-carbon practices. These airports will meet the demands of high-quality civil aviation development in the new era and satisfy the public’s desire for improved travel experiences.

The guidelines emphasize four key construction priorities:

• Safe Airports: Focus on civil aviation safety requirements, including air defense, public security, operational safety, and fire prevention. Implement a “safety first, prevention-oriented, and comprehensive management” approach to build capabilities in aviation safety, smooth business operations, emergency management, and rapid recovery.
• Green Airports: Prioritize resource conservation, low-carbon emission reduction, environmental friendliness, and operational efficiency.
• Smart Airports: Achieve comprehensive business networking, visualization, collaboration, intelligence, personalization, and refinement. Provide technical support and platforms to enhance safety, sustainability, and user experience.
• Humanistic Airports: Emphasize cultural expression and human-centered care by developing concepts, imagery, spatial design, and service systems.

The release of these top-level design documents underscores China’s commitment to strengthening its civil aviation sector.

Against this backdrop, the 4th Airport Industry Innovation Forum, hosted by Ruixun Business Consulting and Ruixun Intelligent Transportation Research Institute, will take place in Zhuhai from November 30 to December 1, 2021. The conference theme is New Infrastructure, New Airports, and New Opportunities. Over 350 professionals from airport groups, architectural design institutes, engineering consultancies, infrastructure suppliers, construction solution providers, and system integrators nationwide will gather to exchange insights.

The forum includes a general meeting on the first day and two sub-forums on the second day. Participants will explore the construction of four types of airports based on the core concepts of safety, green, smart, and humanistic, with a special focus on intelligent construction and digital transformation amid new infrastructure development.

Simultaneously, the 4th Airport Industry Awards Ceremony will be held. The Airport Industry Award is an innovative recognition focusing on the construction of the four types of airports. This award platform encourages collaboration between local and multinational companies, emerging innovators, and established industry leaders, aiming to promote healthy and orderly development in airport construction.

The award is judged by an expert committee of 50 professionals. Companies submit their entries, which undergo three rounds of expert review and voting. Awards are granted based on technological innovation, product functionality, and quality relevance.
