The Feidong County Government Service Center is situated within the Feidong County Government Culture Center District in Hefei City. It serves as a key urban spatial node along the main axis of the Eastern New City. This government cultural center district is designed to be a comprehensive hub for business offices and high-end services with regional influence. The focus is on four major projects from Feidong County’s 2016 “Ten Major Projects,” known as the “Three Museums and One Center,” which includes the government service center, grand theater, planning museum, and the combined library, archives, and local chronicles museum. The Feidong County Government Service Center officially opened at the end of 2019.

Located at the public core and landscape core areas of the Eastern New City, the Feidong County Government Service Center connects directly to the Planning Museum to the north, faces the Grand Theater across the lake to the south, and sits adjacent to Harmony Lake on its western side. It functions as a vital spatial node linking various urban functions along the city’s main axis. The project’s design intent is to maximize both physical comfort and psychological wellbeing for visitors, while fostering urban vibrancy through community-oriented activities.

The building is designed in a courtyard style, covering a site area of 57,862 square meters with a total construction area of 40,727 square meters. It consists of four floors above ground and one underground level. Serving as a one-stop comprehensive service center for citizens, it integrates multiple key departments to streamline service processing times. The first through third floors house various government service halls, including a comprehensive service area and license processing sections. The fourth floor contains office spaces and multifunctional halls.

Urban Public Life Axis – Integrating People, Architecture, and Nature
Positioned symmetrically at the center of the site, the project forms the city’s main axis alongside significant landmarks to the north and south. It lies on the western edge of the Hemu Lake waterfront scenic area, creating an east-west urban public life axis.

The open and accessible service hall along this axis acts as a central hub, connecting various service areas. Visitors enter through the square in front of the main entrance and can easily navigate to northern and southern sections. Vertical transportation hubs are located to the north and south, featuring observation elevators that allow quick access to all floors, significantly reducing wait times for various services.


As a large public service space, qualities like “sunshine” and “openness” are essential metaphors for urban public areas. By extending the urban green axis of West Harmony Lake Park, courtyard landscapes flank the office hall from west to east. This seamless integration of sunlight and outdoor greenery blurs the boundary between interior and exterior, fostering harmony between people and nature.

Along the urban public life axis, open urban functions such as plazas, outdoor performance areas, green pedestrian zones, courtyard rest areas, and supporting dining spaces are thoughtfully arranged. These facilities cater to citizens’ diverse needs for walking, relaxation, and entertainment.

The Fifth Facade of Architecture – Connecting People, City, and Culture
The architectural design embraces the traditional Huizhou style concept of “Four Waters Returning to the Hall.” The surrounding roofs feature inward sloping metal roofs with courtyards, complemented by flower trellises and green roofing, creating a comfortable and inviting environment. Inspired by the layered roof forms typical of Huizhou courtyards, the office hall running east-west sports a wavy curved metal roof, representing the building’s “fifth facade.”

The building’s interior reflects Huizhou architectural principles as well. Its curved interior surfaces energize the space, while the interplay of glass, stone, and metal in the curved roof introduces a regional character without sacrificing modern style. This cohesive atmosphere is a defining highlight of the building.

The exterior facade employs a modern mix of metal and glass curtain walls, using rhythmic and varied design elements to evoke traditional artistic concepts. The design seeks to recall the collective memory of Huizhou’s iconic horse-head walls. As a government building representing external image, its form is simple, dignified, and solemn.
