International Solicitation Notice for Concept Design of the International Convention Island at Chengdu Tianfu Olympic Sports Park
1. Project Background
The Tianfu Olympic Sports Park, situated within Tianfu International Airport New City, serves as a strategic pillar for the development of the new airport city. It is a key project in Chengdu’s “Three Cities and Three Capitals” initiative aimed at establishing an internationally renowned sports city. This park plays a vital role as a venue for the 2025 World Games and carries the historic mission of “raising the flag” and “leading the way.”
As one of the three core development zones of Chengdu Tianfu Olympic Sports Park, the International Convention Island combines high-end tourism, entertainment, dining, shopping, performing arts, business apartments, international exhibitions, and unique cultural experiences. It is designed to host both international and domestic high-level conferences, stimulate urban commerce, showcase the natural beauty and cultural richness of the region, and embody the qualities of a modern park city. This will be among the first major projects to be launched.
This international solicitation aims to gather innovative and practical design proposals. We seek to build a high-standard, high-quality complex that incorporates the most advanced concepts, world-class international standards, and cutting-edge technologies.
2. Project Overview
2.1 Solicitor
Chengdu Tianfu Olympic Sports City Investment and Development Co., Ltd.
2.2 Project Name
International Solicitation for Concept Design of the International Convention Island in Chengdu Tianfu Olympic Sports Park.
2.3 Location and Scale
The International Convention Island is located in the core area of Tianfu Olympic Sports Park, south of Jiangxi River, within the Chengdu High-tech Zone (Tianfu International Aerotropolis), Sichuan Province, China. It neighbors Chengdu Sports College and Sancha Lake, covering approximately 1800 acres.
2.4 Scope of Solicitation
The solicitation includes:
– Planning scheme: project objectives and positioning, industrial planning, project packaging, development evaluation, and financial analysis.
– Conceptual planning scheme design: functional scale, form control, image shaping, transportation system, green landscaping, design guidelines, and scene design.
– Conceptual architectural design: overall layout, open spaces, building exteriors, interior spaces, landscape systems and nodes, and green intelligent systems.
– Subsequent consulting services.
The selected design agency will be responsible for refining the conceptual design per the solicitor’s requirements and completing project consultation and reporting. The final design submissions must comply with the content and depth standards outlined in the “Regulations on the Depth of Compilation of Architectural Engineering Design Documents.”
3. Qualifications and Requirements for Applicants
3.1 Domestic design institutions must independently hold a valid Class A qualification in urban and rural planning issued by the national authority, along with a Class A design qualification in construction engineering or a comprehensive Class A engineering design qualification. Agencies based in Hong Kong, Macau, or Taiwan must possess legal business and design licenses in their respective regions.
3.2 Foreign design agencies must be legally registered and hold valid business and design licenses in their home countries or regions.
3.3 Individual applicants or individual combinations are not accepted.
3.4 Qualified design agencies may participate independently or as a consortium.
3.5 Consortiums may have no more than three members, and consortium members cannot participate in the solicitation in any other form. If a domestic design agency partners with domestic or foreign agencies, at least one member must meet the qualifications described in section 3.1.
4. Solicitation Process
The solicitation proceeds in four stages: public registration and prequalification, planning and conceptual planning scheme, conceptual building scheme, and follow-up consulting services.
4.1 The sponsor will prequalify registered institutions and select five design agencies to advance to the planning and conceptual planning scheme stage, distributing solicitation documents and technical task books.
4.2 The five shortlisted agencies will submit their deliverables based on the technical task book. Following evaluation, three outstanding schemes will be selected to proceed to the conceptual building scheme stage.
4.3 The three shortlisted agencies will submit their conceptual building scheme designs for review. The final selection will be made by the competent administrative department based on evaluation committee recommendations.
4.4 The winning design agency will refine and enhance the conceptual design per the sponsor’s requirements and complete necessary project consultations and reporting. All deliverables must meet the depth and content requirements stipulated in relevant design documentation regulations.
5. Fees Related to the Solicitation
5.1 Each of the five shortlisted agencies in the planning and conceptual planning scheme stage will receive a design compensation of RMB 1.2 million (tax included) upon submission of compliant deliverables.
5.2 Each of the three shortlisted agencies in the conceptual building scheme stage will receive a design award of RMB 1 million (tax included) upon submission of compliant deliverables.
5.3 The sponsor will sign a consulting service contract with the final selected design agency, with a total consulting fee of RMB 14 million (tax included).
6. Registration Method
Registration is open from 9:00 AM on December 26, 2019, until 5:00 PM on February 5, 2020 (Beijing time).
Before the deadline, applicants should scan and sign the completed registration form (see Attachment 1 for format) and submit it in PDF format (A4 size) via email to yehe707@163.com, registering with Chengdu Keyi Engineering Consulting Co., Ltd. Applicants are advised to confirm receipt with the agency, as any delayed deliveries due to email transmission issues are the applicant’s responsibility. Late submissions will not be accepted.
7. Access to Prequalification Documents
Chengdu Keyi Engineering Consulting Co., Ltd. will send the electronic prequalification documents to applicants’ registered email addresses within one working day after registration.
8. Submission of Prequalification Application Documents
8.1 Application documents must be submitted in writing, sealed either on-site or by mail (the actual receipt date by the tendering agency prevails).
8.2 The submission deadline is 5:00 PM on February 10, 2020 (Beijing time).
