(2) Pre-qualification application documents and electronic files must be sealed in a bag labeled with the “project name” and “bidder name” (matching the registered company name at Shenzhen Construction Engineering Trading Service Center). The sealed bag must be secured with a seal and stamped with the bidder’s official seal or legal representative’s signature. For consortia, domestic members must stamp the official seal and legal representative’s signature, while foreign members must provide either.
(3) Submit the required documents in person at the Shenzhen Construction Engineering Trading Service Network. Deliver to the second-floor window of the Design Building, No. 8 Zhenhua Road, Futian District, Shenzhen before the submission deadline. No mail or courier deliveries will be accepted. Late submissions will not be considered.
(4) When submitting pre-qualification documents, bidders must present a copy of the legal representative certificate and the legal representative’s authorization letter for identity verification by Shenzhen Construction Engineering Trading Service Center staff.

Project Overview:
Located in the Futian Free Trade Zone, on the west wing of Shenfang Park within the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, the Shenzhen-Hong Kong Innovation Integrated Service Center serves as both an image display window and transportation gateway within the Free Trade Zone’s customs fence.
The project is bordered by Fubao Central Park and Changping Business Building to the east, Fuyuan Garden to the north, Debao Logistics Building to the west, and Yuko Global Storage Technology (Shenzhen) Co., Ltd. alongside Changfu Jinmao Building to the south.
The commercial land area covers 8,118.1 square meters, cultural and sports facility land covers 3,000 square meters, and the rail transit land (subway entrance/exit) covers 249.5 square meters.
The total construction area for the commercial office plot (Plot 01) is 83,710 square meters, including 75,110 square meters of commercial office space and 8,600 square meters of public supporting facilities (such as public rooms, social health centers, and police stations). The tower height limit is 200 meters, with a minimum of 312 underground parking spaces and approximately 530 square meters of underground public passageways.
The cultural and sports facilities plot (Plot 02) totals approximately 6,400 square meters. Its basement shall not exceed three floors and must be constructed with zero setback lines for office and commercial basements connected to the commercial office plot above ground.
This is a limited design project, with the total construction and installation cost for the commercial office land capped at RMB 713.22 million, and the cultural and sports facilities land limited to RMB 120 million.

Design Scope:
1. Scope of Tender:
This full process design tender covers the integrated design of both the office and commercial plot (Plot 01) and the cultural and sports facilities plot (Plot 02) of the Shenzhen-Hong Kong Innovation Integrated Service Center.
Work at the bidding stage includes but is not limited to:
- Architectural scheme design
- Landscape conceptual design
- Overall urban design of the block (refer to Figure 7 in the Design Brief)
- Conceptual design of main indoor spaces (lobby, commercial, cultural facilities)
- Investment estimation
2. The winning bidder will undertake the project as a design general contractor, responsible for:
- Pre-design coordination (including land-related procedures)
- Overall urban design, general layout within construction land scope
- Outdoor engineering, building, structural, underground, and planning design
- Scheme design and scheme development (including investment estimation)
- Preliminary and construction drawing design
- Construction coordination, completion acceptance, and as-built drawing preparation
- All design services related to this project
3. Responsibilities include architecture, structure, building electrical, water supply and drainage, HVAC, gas systems, fine decoration of public and office demonstration areas, prefabricated building design, landscaping, municipal supporting facilities within boundaries and interfaces, and comprehensive pipeline network design.
4. Additional tasks cover height limits, civil air defense, fire protection, seismic support, reserved openings, energy and water conservation, flood control, transportation impact assessments (including subway), environmental impact assessments, geological disaster studies, traffic assessments, road openings, green building standards, lightning protection, signage systems, intelligent building systems, elevator and escalator engineering, BIM design, curtain wall, steel and grid structures.
5. Preparation of special reports and documents such as project applications, environmental impact reports, soil and water conservation, geological hazard reports, seismic safety, wind tunnel tests, traffic impact assessments, municipal pipeline connections, and technical bidding requirements.
6. Coordination with government departments and relevant authorities, including subway company approvals, review meetings, and all necessary consultations.
7. If the winning bidder lacks required specialized design qualifications or requires collaboration with other professional firms (e.g., curtain wall, interior design, mechanical and electrical consulting, structural consulting), they must subcontract to qualified entities and retain full responsibility for reviewing and approving their work.
8. The winning bidder must participate in and accept necessary design reviews, including over-limit and third-party consulting reviews, and negotiate modifications until approval is granted.
Registration Requirements:
1. Bidders must be legally qualified architectural design firms. Individuals or informal groups are not accepted.
2. The bidder or lead consortium member must hold a Class A qualification in construction engineering or a comprehensive Class A engineering design qualification issued by the Ministry of Housing and Urban-Rural Development of China. The qualification must be valid through the bidding deadline, or accompanied by official renewal documentation.
3. Design consortia formed by design agencies are accepted. Overseas bidders must be independent legal entities or members of local construction industry associations and partner with domestic bidders to form consortia with no more than two members. The domestic bidder leads the consortium and assumes all legal responsibilities. Consortium members may not submit separate bids or form additional consortia.
4. The project leader must be a staff member of the domestic bidder and hold a first-class registered architect qualification issued by the Ministry of Housing and Urban-Rural Development.
Competition Rules and Schedule:
1. The bidding process includes three stages:
– Stage 1: Registration and Pre-Qualification
– Stage 2: Design Bidding
– Stage 3: Final Bidding
During Stage 1, bidders submit registration documents and conceptual proposals. Five bidders will be shortlisted for Stage 2, with two additional alternates ranked.
2. Tender Schedule:

This schedule is provided to assist bidders in understanding the general project timeline. All times are in Beijing Time. Actual event dates and times will be subject to announcements on the Shenzhen Construction Engineering Trading Service Network. The tenderer reserves the right to adjust the schedule.
Bid Compensation:
(1) Two top candidates will be selected. One will be awarded the design contract, and the other will receive a design compensation fee of RMB 800,000 (tax included).
(2) Other shortlisted bidders who enter the design bidding phase and whose proposals are approved will receive RMB 600,000 (tax included) each.
(3) Compensation will be paid in RMB including tax. Recipients must sign a compensation agreement and provide payment information within one month after the bid announcement concludes without objection. Payment will follow the procedures outlined in the bidding documents.
Design Fee:
Shortlisted bidders must submit a design fee quotation based on their design proposals along with the bidding documents.
– The total design contract price for the commercial office plot (Plot 01) must not exceed RMB 32.69 million (tax included), as a lump sum.
– For the cultural and sports facilities plot (Plot 02), the tentative total design cost is RMB 5.2664 million. Bidders must quote a unit price not exceeding RMB 487.63/m² (tax included), based on the total construction area in the “Construction Project Planning Permit”. This plot involves contribution land, and payment will be made according to relevant funding supervision agreements issued by Futian District Government.
All fees include tax, and winning bidders must provide tax invoices issued within China. Design fee recipients must be domestic companies (excluding Hong Kong, Macao, and Taiwan).
