Previously, I discussed the development trends and prospects of BIM in China. Many friends have also expressed interest in the status of BIM technology abroad. So, today I will share insights on The Development Status of BIM Abroad and the Trend of New Information Technology.
Currently, nearly all major countries worldwide have made significant investments in BIM technology in recent years. Although each country’s promotion methods and development strategies vary due to different systems, there is a shared consensus: it is time to integrate BIM technology into engineering operations. This step is crucial, as BIM significantly impacts upstream, midstream, and downstream industries. Everyone is striving to create new competitive opportunities within the construction sector.
Among these efforts, the approach taken by the General Services Administration (GSA) in the United States stands out as particularly commendable. Since 2003, the GSA has actively implemented a systematic plan to renovate public building operation models. This includes collaborating with renowned domestic universities for research and development, as well as leading numerous new engineering projects. In 2006, the GSA officially proposed the “National 3D-4D-BIM Program”, aiming for the gradual and organized nationwide transformation of public buildings from 3D to 4D and ultimately to BIM technology—including U.S. public buildings worldwide. This approach is widely regarded as the most systematic BIM implementation strategy globally.
The overall promotion plan includes the following nine measures (as illustrated in the figure below):
1. Developing Policies: Gradually implement 3D, 4D, and BIM technologies in major engineering projects, while formulating corresponding policies.
2. Leading Cases: Lead the application of 3D, 4D, and BIM technologies in significant engineering projects.
3. Expert Tutoring: Provide expert support and evaluation for ongoing projects incorporating these technologies.
4. Technical Evaluation: Assess the maturity of BIM technology within the construction industry.
5. Incentives: Offer specific rewards for adopting 3D, 4D, and BIM technologies.
6. Standardized Cooperation: Develop specific bidding and contract language tailored to 3D, 4D, and BIM technology services (for internal GSA use).
7. Industry-Academia Collaboration: Work closely with BIM suppliers, professional associations, open standard organizations, and academic research institutions.
8. Support Tools: Provide a BIM toolkit for GSA building projects.
9. Textbook Guides: Publish a series of BIM execution manuals.
The Nine Steps of the GSA’s National 3D-4D-BIM Program
Numerous U.S. publications highlight that the insurance system, alongside demands for green building energy conservation and carbon reduction, are major driving forces behind BIM development. The GSA’s national 3D-4D-BIM program is a remarkable government-led initiative, setting a strong example to accelerate the transformation within the domestic construction industry—from planning and design to construction, operation, and maintenance.
This initiative has helped turn the American construction industry into a vibrant hub of successful transformation and modernization in recent years, serving as a global model. Such development trends offer invaluable reference points for China when considering how to develop, research, and gradually implement BIM technology.
As the custodian of vast national public works, the GSA’s approach to integrating BIM technology into practical applications is grounded in the spirit of “learning by doing.” Instead of a broad, phased rollout, they focus on leading engineering projects to accumulate successful experiences, identify shortcomings, and collaborate with academia to develop supporting tools that enhance efficiency.
They continuously review and update contract standards, cultivate practical experts, and incentivize project participants in a “hen leading chicks” manner. Practical experience is then transformed into training materials and reference guides. While countries worldwide are making positive strides in BIM development, the GSA’s program remains a prime example worthy of China’s reflection and study.
Currently, BIM technology development—both domestically and internationally—is at a critical, explosive growth phase. Given BIM’s involvement across multiple stages and disciplines throughout the project lifecycle, many issues still require exploration and innovation. Technologies, tools, standards, execution guidelines, case studies, and sustainable building practices are rapidly emerging and need thorough analysis.
The evolution of modern information and communication technology remains the most crucial factor influencing human life and work, deserving top priority. A notable milestone was achieved when Apple drove mobile device commercialization targeting consumers. With the integration of Internet technologies into mobile platforms, HTML5 and cloud computing have rapidly become the next-generation information and communication technologies.
In particular, cloud computing’s remote virtual hosting capabilities resonate strongly with BIM’s emphasis on centralized information control, marking a trend worth close attention.
Meanwhile, Internet of Things (IoT) technologies are advancing rapidly in countries like China and the United States. As network bandwidth continues to increase, scenarios connecting people and things, as well as things to things, will become increasingly common in the coming years. This will promote tighter synchronization between virtual spaces and the physical world, serving as a powerful catalyst for engineering applications. These developments will accelerate BIM’s expansion and directly influence its ongoing evolution.
As China integrates BIM technology into its construction industry, it is essential to consider these emerging potentials with a long-term, forward-looking perspective.
