Wu Lanqing, Chairman of China Railway 21st Bureau Fifth Company, Visits Chongqing-Guizhou Project Department for Inspection and Guidance

 

Chongqing News (Reported by Hu Tianyou) — On October 21, Chongqing experienced cold, gloomy weather with continuous drizzle. Wu Lanqing, Chairman and Party Secretary of the company, Ren Hongke, Deputy Party Secretary and Secretary of the Discipline Inspection Commission, along with key personnel from the Engineering Department, Safety and Quality Department, and Operations Office, visited the Chongqing Guizhou Project Department for an inspection and guidance. Zhang Guicang, manager of the Chongqing Guizhou project department, and members of the project team accompanied the delegation during the visit.

At the left tunnel’s palm face, nine workers were erecting arches and installing the secondary lining, while six workers were spraying inverted arch concrete. On the right tunnel, the arch excavation was underway, with the secondary lining trolley in motion, and six workers were busy tying steel bars. Inside the project’s control engineering Huatuopo Tunnel access control system and positioning monitoring system duty room, a large screen displayed real-time footage of various construction activities and operational processes inside the tunnel. The images were clear, the site was bustling, and the construction progress was immediately visible.

Wu Lanqing pointed at the display screen and emphasized, “Tunnel construction safety is paramount and must be closely monitored. Any issues must be addressed immediately. The project’s quality directly impacts the company’s development and cannot be taken lightly. Construction progress reflects efficiency; any disconnects must be resolved promptly. This display system not only tracks the number and exact positions of personnel inside the tunnel but also provides a comprehensive overview of the entire operation, facilitating coordination and command. Safety, quality, and every stage of construction fall under effective monitoring, offering the clearest reference for safe, organized, and well-connected tunnel construction processes. The advanced and scientific equipment should be fully utilized by the project department to strengthen management and enhance the company’s reputation.”

Chairman Wu and his team also visited the concrete mixing station located in Jielong Town, Banan District. They inquired in detail about the station’s daily production capacity, concrete transportation logistics, as well as the supply and quality control of raw materials. They highlighted that “the Chongqing Guizhou project requires a large volume of concrete. With recent heavy rainfall in Chongqing, factors such as road transportation pose challenges. The project department must anticipate these difficulties, devise solutions, and ensure timely reserves of quantity and quality raw materials to guarantee concrete meets construction demands.”

 

Following the inspection, the accompanying departments presented practical suggestions and construction precautions during a meeting with the project team. The company secretary also made specific demands regarding road traffic safety, standardized on-site procedures, and civilized construction practices.

Chairman Wu fully acknowledged the project department’s preliminary efforts and outlined five key requirements:

First, the project team must overcome challenges, pursue progress, ensure safety and quality, and strictly meet the owner’s schedule milestones.

Second, great emphasis must be placed on the Huatuopo Tunnel construction through effective organization, scheme optimization, and meticulous management to ensure orderly progress.

Third, cost control is critical. The project department should carefully manage budgets and reduce expenses, especially by preventing over-excavation, controlling concrete spraying, and regulating small material purchases inside the tunnel to eliminate waste.

Fourth, the department must prioritize internal and external reputation. Strengthening communication with property owners, ensuring quality control of foundational data and engineering entities, aiming for high rankings, and establishing a strong corporate image are essential.

Fifth, the project team must build firm confidence and determination, enhance management, lead effectively, overcome obstacles, and complete all tasks and objectives of the Chongqing Guizhou project on schedule.
