What should government agencies do to promote BIM technology in design and construction?
(1) Collaborate and provide support across various areas such as project supervision, audit processes, and design reviews to create a sustainable development model for BIM applications.
(2) Adjust national laws and regulations related to engineering design, construction bidding management, and engineering management methods to better accommodate the evolving production and management models.
(3) Guide and invest in the development of BIM technology, encouraging its gradual and sustainable adoption. Promote demonstration projects to establish successful application models.
In recent years, it is encouraging to see significant progress made by government agencies at all levels in advancing BIM. For instance, the Ministry of Housing and Urban-Rural Development explicitly emphasized the promotion and implementation of BIM in the “2011-2015 Outline for the Development of Information Technology in the Construction Industry”. Additionally, various provincial and municipal administrative departments have introduced policies to encourage BIM usage.
To standardize BIM applications and establish a national standard system, the development of BIM national standards began in 2012. These include the “Unified Standard for Application of Building Engineering Information Models”, “Storage Standard for Building Engineering Information Models”, “Delivery Standard for Building Engineering Design Information Models”, and “Classification and Coding Standard for Building Engineering Design Information Models”, among others.
Once released, these standards will provide unified guidelines for the storage, transmission, and application of information throughout the entire lifecycle of construction projects. They will also regulate the storage, delivery, classification, and coding of model data. However, it is important to recognize that establishing a national BIM standard system is a long-term, ongoing, and systematic effort.
Given that BIM technology has only been applied and researched in China for a relatively short time, the accumulation of experience and technical knowledge remains limited. Under these circumstances, the development of national BIM standards will inevitably face certain challenges and will require continuous refinement and improvement.
