Expert Insights: Challenges of Cost Management Technologies in China

Engineering cost management involves handling vast amounts of data and performing complex calculations for each project. With economic growth, the number of large-scale and intricate projects in major cities has surged, making cost management increasingly challenging. Traditional methods, such as manual calculations and standalone budgeting software, no longer meet modern demands. Let’s explore the limitations of cost management technology in China from an expert’s perspective.

1. Insufficient Precision and Limited Functionality of Cost Analysis Data
Currently, mainstream cost software relies heavily on spreadsheet-based pricing tools that can only analyze aggregate data within a single list. This level of data granularity falls short of the requirements for effective project management. While such tools may suffice for bidding budgets and settlements, they cannot provide detailed analysis by floor, construction area, component, or time dimension. These capabilities are essential for refined engineering management and can only be achieved through BIM-based cost analysis.

2. Challenges in Process-Oriented Cost Management
Effective cost management requires detailed tracking across various timeframes, components, and processes. However, construction companies typically only recognize two price points for a project: the initial budget and the final cost. Cost management during the construction process is often neglected. Discrepancies between actual costs and budgets only become apparent after project completion, making it too late to take corrective action. Budget overruns are common, primarily due to inaccurate initial estimates and the lack of reliable cost data.

3. Limited Enterprise-Level Project Management Capability
Large projects consist of numerous individual sub-projects, and managing costs across these requires a dynamic approach involving hundreds of projects. Fast and accurate statistical analysis demands robust enterprise-level cost analysis systems and effective collaboration across management departments. Currently, cost analysis technology in China remains largely confined to individual projects using isolated software, limiting overall enterprise control.

4. Difficulties in Data Sharing and Collaboration
Cost engineers’ data is often inaccessible to other internal teams due to technological limitations and the nature of the data itself, which frequently requires additional processing before it can be used by others. Collaboration between cost engineers and other departments—such as finance, warehouse, and materials management—is essential for multi-faceted cost comparisons and analysis. However, communication and coordination challenges among departments at the same organizational level result in inefficiencies and hinder timely, accurate data sharing. Although textbooks emphasize the importance of comparing multiple calculations in project management, few companies successfully implement this in practice, highlighting a key gap in current cost management.

5. Difficulty in Data Accumulation
Data accumulation represents a critical asset and core competitive advantage for enterprises. While society has entered the big data era, and the construction industry exemplifies a big data sector, it paradoxically remains one of the industries with the least enterprise data available. This perception is widespread among frontline personnel.

From an expert’s viewpoint, these challenges outline the current limitations of cost management technology in China. However, with the rapid advancement of BIM technology in the country, these issues are expected to be resolved effectively in the near future.
