Looking back at 2021, numerous policies related to Building Information Modeling (BIM) technology have been introduced progressively. As a key driver of digital transformation, understanding these BIM-related policies is essential. Below is a concise overview:
Ministry of Housing and Urban-Rural Development
The ministry is actively promoting intelligent construction and accelerating the research and adoption of BIM technology.
On April 15, 2021, the Ministry of Housing and Urban-Rural Development held a report meeting focused on compiling the “Report on the Development of Informationization in China’s Construction Industry (2021).” The event centered on intelligent construction, showcasing current industry practices and exploring pathways for high-quality development. Key priorities include advancing digital design, intelligent production, construction, and operation & maintenance, while accelerating BIM technology research and application.
Hunan Province
Accelerating the integrated use of BIM technology across construction processes.
In October 2021, the General Office of the People’s Government of Hunan Province issued implementation opinions to promote sustainable and healthy growth in the construction sector. The policy calls for speeding up the integrated application of BIM throughout planning, surveying, design, construction, and operation & maintenance stages. It encourages BIM-based review of construction drawings and establishing an information platform for BIM technology applications. Additionally, it supports enterprises in deepening BIM practice and innovation, fostering collaboration among industry, academia, and research institutions, while advancing the development of BIM standards.
Hubei Province
Promoting end-to-end application of BIM technology.
In September 2021, the Hubei Provincial Department of Housing and Urban-Rural Development, along with other departments, issued Implementation Opinions to foster new building industrialization and intelligent construction. The document emphasizes comprehensive BIM applications, including survey numerical simulations, spatial analysis, and visualizations. It promotes BIM usage in performance and functional simulation, design optimization, drawing, review processes, digital deliverables, visual communication, and archive management to enhance design quality.
The policy also aims to unify construction data standards, integrate diverse software tools, establish an open BIM data exchange platform, and facilitate multidisciplinary, full-process data sharing and collaboration. Furthermore, it supports building a BIM-based project lifecycle management system, expanding BIM use to component production, on-site construction, prefabricated decoration, and operation & maintenance.
Notably, BIM adoption is required for projects applying for provincial and national engineering awards. Municipal infrastructure projects with government investment exceeding 100 million yuan, public buildings over 30,000 square meters, and prefabricated buildings must utilize BIM technology. Real estate development projects are also encouraged to adopt BIM.
Sichuan Province
Separately accounting for BIM fees to promote digital design.
In August 2021, the Chengdu Municipal People’s Government released the “Implementation Opinions on Vigorously Promoting the High-Quality Development of Green Buildings to Support the Construction of High-Quality Livable Areas.” The policy highlights building digital design systems, accelerating digital infrastructure platforms, and applications across architectural design, assembly construction, decoration, and renovation to encourage integrated design.
It also promotes standardized BIM development for component parts, the creation of a BIM resource library for prefabricated components, and supports modularization and standardization efforts for prefabricated building elements.
Jiangsu Province
Advancing BIM application in new construction projects in Nanjing City.
In February 2021, the Nanjing Municipal Commission of Urban and Rural Development and the Nanjing Municipal Bureau of Planning and Natural Resources issued a notice to accelerate BIM technology adoption in the city. Starting March 1, 2021, many new construction projects are required to implement the Nanjing Engineering Construction Project BIM Intelligent Review System for BIM planning, construction drawing approval, and completion acceptance management, where applicable.
