Application of BIM in Taiwan, China
BIM BIM-related standards have rapidly evolved in recent years. Today, let’s explore Taiwan’s approach to the bidding documents for BIM technology-based service procurement.
1. Bidding Instructions:
The planning and design principles require the establishment of a 3D Building Information Model (BIM) during the planning and design phase. This model integrates interface management across buildings, structures, water, electrical, and HVAC systems.
2. Technical Service Contract:
(1) The technical service contract is part of the commission and project attachments. It mandates the creation of a 3D BIM during the planning and design period to ensure integrated interface management of buildings, structures, water, electricity, and HVAC systems.
(2) For construction project supervision contracts, it is necessary to approve the BIM construction plan and various deliverables proposed by the construction contractor. The supervision includes ensuring implementation, organizing coordination meetings, and resolving any ambiguities encountered during BIM model development.
3. BIM Construction Standards Application during Planning and Design:
(1) Definition and Specifications:
Each submitted 3D model must meet a defined level of detail (LOD200 or higher), including generalized systems or approximate shape, size, position, and orientation. This allows users to conduct hierarchical and systematic analyses using standard execution protocols.
(2) First Stage Deliverables (and Service Implementation Plan Submission):
The software used, its compatibility, file formats, construction methods, data transfer, and access instructions must be specified. Within two months after finalizing the planning and design scheme, the architectural and structural 3D models, along with other deliverables, must be submitted to Party A. The models should support Party A in query functions, 3D visualization, collision analysis, and other relevant applications.
(3) Second Stage Deliverables (and Detailed Design Submission):
Complete 3D models of the building, structure, water, electricity, and HVAC systems are required. These models must enable Party A to query, visualize in 3D, perform collision analysis, and other related functions. Conflicts between major pipelines and building or structural elements must be reviewed. Prior to joint expert reviews, the BIM model should be updated based on feedback.
BIM construction results should include estimates for major components such as doors and windows in buildings; concrete volumes for columns and beams; and equipment like chilled water units, water pumps, fans, variable frequency indoor/outdoor units, cooling towers, smoke exhaust fans, cable trays, pumps, indoor lighting fixtures, and sanitary porcelain equipment. However, labor and material quantities remain the responsibility of the technical service provider for verification.
(4) After approval of the bidding documents, a comprehensive 3D building model integrating information from building, structure, water, electricity, and HVAC systems must be delivered to Party A. This model will be further developed by the construction contractor for use during the construction phase after project award.

Although some aspects of BIM technology service procurement bidding documents may face challenges in implementation in mainland China, we aim to learn from Taiwan’s experience and adapt terms suitable for mainland China.
