The Tianlang Blue Peninsula International Equestrian Resort project is designed to transform the Heilongtan Scenic Area into a national model destination that combines mountain, water, and lake tourism with vacation and equestrian sports leisure. This transformation will be achieved by leveraging existing project resources, adjusting the local agricultural economy, and re-planning tourism products.

The full proposal includes 91 pages featuring aerial views, renderings, design descriptions, analysis diagrams, schematic layouts, and more.

The project site is situated in the northwest corner of the Heilongtan Scenic Area, within the Shuangyanzi Scenic Area. It covers the upper reaches of the lake, including Paulownia Bay and Jinsha Bay. Most of the site lies upstream of the Heilongtan water area and falls outside the main scenic area, with a small portion located in the third-level scenic zone.

The total project area covers approximately 1,677 acres, with 701 acres designated for construction related to the tourism industry and vacation real estate development.
This includes around 380 acres allocated for tourism facilities and commercial support, and about 320 acres reserved for vacation real estate. Given the large scale, diverse land use, and complex inter-plot relationships, the development poses significant challenges.
