Key Considerations and Requirements for Homeowners When Implementing BIM

Today, we will discuss the key issues homeowners should consider when adopting BIM and the requirements they should meet. In China, due to the absence of government-led BIM implementation standards, many owners are taking the initiative to import BIM into their projects. When it comes to BIM implementation, it is helpful to refer to countries with mature BIM standards, such as the United Kingdom and the United States. However, since the construction industry is quite regional, each country has its own historical development and strategy. Therefore, while referencing foreign standards, it is important to consider their applicability in the local context. Nevertheless, the fundamental logic behind BIM implementation remains similar across countries.

The formulation of the Owner Information Requirements (OIR) document plays a critical role in determining the success or failure of BIM implementation. The effectiveness of BIM largely depends on how well each owner designs an OIR that fits their specific needs.

To better understand the structure of the UK’s Owner Information Requirements document, it is important to note that the UK government has promoted a series of supporting information systems. These include the development of BIM toolkits aimed at achieving BIM Level 2 and progressing towards Level 3. Digital information delivery and exchange require modern management approaches that keep pace with technological advancements. Therefore, domestic property owners should consider the following before drafting their own OIR:

1. Project Management Knowledge: Does the owner have a basic understanding of project management? This includes knowing their own management and decision-making information needs, understanding management processes, familiarity with existing methods, and key project oversight.

2. BIM Knowledge: Does the owner possess basic knowledge of BIM? This includes understanding visualization, data interoperability, application limitations, and related standards such as COBie, as well as domestic and international coding standards.

Only when an owner combines management knowledge with BIM expertise can they develop an effective Owner Information Requirements document. Otherwise, there is a risk of creating a disorganized system full of unnecessary forms and reports that waste resources during project execution. Careful planning is essential.

The BIM information required by the owner for project decision-making is established in this document. It not only specifies what information is needed but also defines the timing, delivery methods, formats, and the main content to be delivered at each project stage. Specific requirements include:

1. Information Exchange and Project Delivery: Clarify and communicate the data items and objectives for each exchange session. Even procurement and bidding details impacted by information exchange should be addressed.

2. Customer Strategy and Objectives: Define the purpose of the information submitted through the BIM model and how it will be used (for example, following COBie standards).

3. BIM and Project Delivery Content: Detail the BIM deliverables, such as fully rendered color perspective views, sunlight analysis models, required data for each model object at various project stages or milestones, and information needed for operations and maintenance.

4. BIM Capability Assessment: This serves as a key reference for selecting bidders based on their BIM capabilities and past project experience. Five evaluation criteria are recommended: BIM technical skills and experience, proof of BIM execution, BIM tools used, scope of BIM work and resource allocation, and key BIM team members.
