Following the release of the “Engineering Quality and Safety Manual (Trial)” in September last year, the Ministry of Housing and Urban-Rural Development published the latest “Guidelines for Standardization of Safety Production in Housing and Municipal Engineering” on its official website yesterday. These guidelines are mandated for promotion and implementation across all regions.
The document is organized into five main sections:
Standardization of Safety Management Practices
Standardization of Safety Production in Building Construction Projects
Standardization of Safety Production in Municipal Engineering
Measures to Address Special Natural Conditions
Promotion of Smart Construction Sites
(To accommodate regional differences in development levels, multiple implementation plans are included for certain sections.)

To the housing and urban-rural development departments of each province and autonomous region, the respective housing and urban-rural development committees of municipalities directly under the central government, and the housing and urban-rural development bureau of the Xinjiang Production and Construction Corps:
In accordance with the implementation requirements of the “Engineering Quality and Safety Manual (Trial)”, our department has coordinated the preparation of the “Guidelines for Standardization of Safety Production in Housing and Municipal Engineering”. The electronic version is available for download on our department’s official portal under: Home – Engineering Quality and Safety Supervision – Policy Release.
Please adapt and promote the use of these guidelines in accordance with local conditions, and ensure that all parties involved in construction projects fulfill their safety production responsibilities.
We kindly request timely feedback from the Engineering Quality and Safety Supervision Department regarding any issues encountered during implementation across different regions.
